Help us deliver safe, responsive care packages
Frontline is a national provider of healthcare and social care staff. We support local authorities and other partners with specialist staffing and care packages, including urgent arrangements for children and young people.
We are looking for a Deputy Care Operations Manager to work closely with our Care Operations Manager. You will help oversee the day-to-day coordination and delivery of care packages, keep staffing and operational plans on track, and provide a dependable point of contact for colleagues and commissioning partners.
This is a hands-on role for someone who can stay organised under pressure, make sound operational judgements, and recognise when an issue needs to be escalated. You will deputise for defined aspects of our Care Operations Managers role when required, with support and clear limits of authority.
What you’ll do
- Support the Care Operations Manager with the day-to-day oversight of allocated care packages, from referral and mobilisation through to ongoing delivery and closure.
- Coordinate staffing requirements, rotas, shift cover, and contingency arrangements, working closely with recruitment and compliance colleagues.
- Liaise professionally with local-authority placement and commissioning teams, social workers, workers, and internal colleagues.
- Check that the information needed to mobilise and run a package is complete, current, and shared with the right people.
- Monitor package activity, outstanding actions, records and service changes, escalating risks or concerns promptly.
- Help resolve routine operational issues and maintain continuity when staffing needs or package requirements change.
- Support workers and colleagues with clear communication, handovers, and guidance within the scope of your role.
- Prepare accurate updates for operational reviews, management reporting, and discussions with partners.
- Deputise for the Care Operations Manager on agreed day-to-day matters during periods of absence.

You will have meaningful operational responsibility, but you will not be expected to make statutory placement decisions, independently approve commercial terms, or override safeguarding and compliance requirements. This is a role within Frontline Health Professionals’ staffing and care-package operations, not a Deputy Children’s Home Manager position.
What you’ll bring
Essential
- Experience in children’s services, social care, spot placements, or a closely related operational environment.
- Experience coordinating people, services, or competing priorities in a busy setting.
- Strong communication skills and the confidence to work with professionals across different organisations.
- Good judgement, attention to detail and the ability to identify and escalate concerns.
- Confidence using digital systems, spreadsheets, and confidential records.
- A commitment to safeguarding and to putting children and young people’s needs at the centre of operational decisions.
Desirable
- Experience of children’s residential services, emergency placements, spot placements, or urgent care packages.
- Experience gained within either a local authority or a provider.
- Familiarity with local-authority brokerage or commissioning processes.
- Experience supervising colleagues, coordinating agency workers, or managing multi-worker rotas.
- Knowledge of safer recruitment, compliance checks, and care-record systems.

What we offer
- £27,000–£35,000 per annum, depending on experience.
- A permanent, full-time role based at our Kingdom House office in Newton Abbot.
