Role Purpose
Reporting to Chief Mission Operations and Infrastructure Officer, the Deputy Chief Operations Officer is a senior leadership role within the Global Executive Leadership Team, responsible for the end-to-end delivery of Project Yananai’s programmatic operations – including Relief Operations, Education & Training Services, Special Projects, Logistics, Supply Chain, and Risk Management. You will ensure that all operational activities are executed efficiently, safely, and in compliance with organizational standards and donor requirements.
Key Responsibilities

Operations Strategy & Framework Development
- Develop and implement a global operations framework, including policies, SOPs, and standards for relief, education, logistics, and risk management.
- Design agile, scalable systems that enable rapid response in humanitarian contexts.

Relief Operations Management
- Oversee the end-to-end delivery of relief operations, including needs assessments, beneficiary targeting, procurement, distribution, and post-distribution monitoring.
- Ensure compliance with Core Humanitarian Standard, Sphere standards, and donor requirements.

Education & Training Services
- Support the delivery of digital literacy, vocational training, and entrepreneurship programs.
- Work with National Management Teams to ensure high-quality, consistent training delivery across all hubs.

Logistics & Supply Chain
- Manage supply chain functions, including warehousing, transportation, fleet management, and inventory control.
- Ensure that relief items, equipment, and materials reach program sites on time and within budget.

Risk Management & Compliance
- Lead operational risk assessments, develop mitigation strategies, and monitor risk registers.
- Ensure that all operations comply with legal, regulatory, and donor requirements, including safeguarding and anti-fraud policies.

Special Projects & Innovation
- Lead or support special projects designed to advance operational efficiency or innovative program delivery.
- Pilot new approaches to logistics, community engagement, or aid delivery.

Deputising for the CMOIO
- Assume full responsibility for the operations portfolio during the CMOIO’s absence, representing the division at COG meetings and making time-sensitive decisions.
- Provide seamless continuity for all operational activities.

Capacity Building & Team Leadership
- Recruit, train, and mentor national operations leads and field staff.
- Foster a culture of accountability, continuous improvement, and staff well-being.

- Collaboration & External Engagement
- Work with partners, government agencies, and other NGOs to coordinate operations.
- Represent Project Yananai at cluster meetings, logistics working groups, and emergency coordination forums.
About You
Essential Experience & Track Record
- 10 years’ experience in humanitarian or development operations, with at least 5 years in a senior leadership role.
- Proven track record managing operations, logistics, and supply chains in complex, resource-constrained environments.
- Experience leading multi-country operational teams.
Skills & Competencies
- Exceptional crisis management and decision-making skills.
- Strong cross-cultural communication and negotiation abilities.
- Proficiency in logistics software and project management tools.
Personal Qualities
- Calm under pressure, adaptable, and solution-oriented.
- High integrity and alignment with Project Yananai’s mission.
Qualifications
- Bachelor’s degree in Operations Management, Logistics, International Development, or related field required.
- Advanced degree or certifications (e.g., PMD Pro, Logistics Cluster training) highly desirable.
