Job Description

Key Accountabilities for this role include:

  • Playing an active role in the leadership of the Group through membership of the Group Management Team, which is operated as collective leadership forum for the resourcing and management of the Group.
  • Lead the BARS team of around 20 FTE, managing resourcing, developing capability and providing direction to ensure a high performing, engaged and effective team. Critically, this will involve integrating new policy functions into the team, ensuring new team members are well supported.
  • Advising Ministers and senior officials on all aspects of resolution policy and banking regulation (ring-fencing and microprudential regulation), building trusting relationships and ensuring high-quality evidence-based advice that balances competing objectives.
  • Build influential relationships with a range of partners, in particular with delivery partners in the Bank of England, the Financial Conduct Authority, the Financial Services Compensation Scheme, UKAR and UKGI, and with external stakeholders in the financial sector.
  • Deliver effective reform of the bank ring-fencing regime, working with Treasury colleagues, the Bank of England, and through Parliament to achieve the desired outcomes in line with Minsters’ objectives in the relevant primary and secondary legislation.
  • Ensure the resolution regime keeps pace with an evolving risk environment, including through advancing plans to put in place a resolution regime for insurance companies, ensuring that any changes are proportionate, and deliver core protections for taxpayers and customers.
  • Deliver ambitious reform to the bank prudential regulation regime that balances resilience with retaining UK competitiveness, including working on the ongoing implementation of Basel 3.1 and a wide set of initiatives relevant to the UK banking sector.
  • Ensure the team is a proactive and effective steward of HMT’s residual UKAR liabilities, addressing risks and developing mitigation strategies in its ongoing wind-down programme.

Person specification

While in post, the successful candidate will be expected to perform well across the full range of Senior Civil Service behaviours set out in the Success Profile framework and demonstrate commitment to Civil Service values.

The Essential Criteria For The Purpose Of Selection Are

  • In depth understanding of the financial sector and its regulation, especially banking regulation, its legislative basis, and the ability to apply this knowledge to developing and delivering financial sector regulatory policy within government.
  • Evidence of leading policy and strategy development in technically complex areas involving multiple teams or organisations, taking account of a range of strategic objectives and the delivery landscape (seeing the big picture).
  • Excellent leadership and management skills with a proven track record of leading and forging diverse teams in a way that maintains motivation, capability and performance in a context of competing and changing priorities (leadership).
  • Proven track record of working successfully with and influencing senior leaders, including by communicating complex technical content in a compelling way (communicating and influencing).
  • Evidence of building effective relationships with internal and external stakeholders to build a compelling vision for change, influence strategy and improve delivery (working together).

Required Qualifications

An economics, central banking or finance related degree, or relevant experience in financial sector regulation is essential.
