The Deputy Director of Counter Fraud is the senior officer accountable for counter fraud within HM Land Registry (HMLR), responsible for setting the organisation's counter fraud strategy and ensuring a proactive, intelligence-led and risk-based approach to fraud prevention, detection and response. As an accomplished leader, you will provide visible and inclusive leadership, building trust, collaboration and a high-performing culture across the team and wider directorate.
As Deputy Director you will play a pivotal leadership role, working closely with the Director of Data & Register Integrity, the Chief Security Advisor and senior colleagues. You will provide expert advice to the Executive Board and ensure counter fraud is embedded within organisational strategy, decision-making and transformation activity. The successful candidate will represent HMLR across government and externally, promoting best practice, supporting the wider government counter fraud agenda and ensuring the organisation remains prepared for emerging threats. You will also role model inclusive leadership, develop capability and resilience, and enable teams and partners to deliver effectively through change.
Remuneration for this role is expected to be between £86,000 to £117,800 per anum
For existing civil servants, the usual policy on level transfer and promotion will apply. If appointed on promotion, you will be appointed to the salary band minimum for SCS1 or receive a 10% uplift on your existing salary, whichever is greater. Individuals appointed on level transfer will retain their existing salary. Standard pay rules apply for existing civil servants.

You will shape and deliver a modern counter fraud strategy, ensuring effective prevention, detection and response arrangements are embedded across services, programmes and operations. Working as part of HMLR’s senior leadership team, you will influence organisational strategy, support informed decision-making and provide assurance that fraud risks are being effectively managed.

Person specification
You will be assessed on the Essential Criteria below
- Significant experience of being a visible and credible senior leader with experience of leading teams through challenging circumstances and a demonstrable track record of driving positive cultural change and fostering a healthy working environment.
- Significant experience, at a strategic level and gained in a similarly complex environment, in counter fraud or a relevant area including land registration, security or intelligence.
- Experience of building highly effective relationships with other senior leaders and stakeholders, with a proven ability to act in a senior advisory capacity, using knowledge and understanding of the broader context to provide expert advice
- Experience of representing the organisation at senior levels, building and sustaining effective partnerships across sectoral and functional boundaries, with a proven ability to positively influence and collaborate, at senior levels
- Excellent written and verbal communication skills, with the ability to absorb and distil complex information – and present it to audiences of varied awareness and understanding
- Demonstrable ability to think strategically, absorbing and distilling complex information quickly, in order to reach sound, logical conclusions
