Job Overview

The Deputy Head of Local Counter Fraud is a senior investigative and leadership role responsible for protecting the Health Board from fraud, bribery, and corruption. The post holder leads and manages complex criminal, civil, and disciplinary investigations, while supporting and deputising for the Head of Counter Fraud.

Key aspects of the role include:

  • Conducting and overseeing fraud investigations, gathering evidence, interviewing witnesses and suspects, and preparing prosecution files for the Crown Prosecution Service (CPS).
  • Managing and supervising Local Counter Fraud Specialists, Technicians, and Administrative Support staff, ensuring effective workload management, investigation quality, and staff welfare.
  • Working closely with partner organizations including the NHS Counter Fraud Authority, NHS Counter Fraud Service Wales, Police, CPS, National Crime Agency, and other public sector bodies.
  • Providing expert advice to senior leaders on fraud risks, investigations, disciplinary action, criminal proceedings, and fraud prevention measures.
  • Delivering fraud awareness training, fraud-proofing initiatives, and proactive exercises to promote a strong counter-fraud culture across the organization.
  • Supporting the delivery of the annual Counter Fraud Workplan and helping develop policies, procedures, and strategies to reduce fraud risk.

Main duties of the job

The Deputy Head of Local Counter Fraud supports the leadership and delivery of the Health Board's counter fraud service, helping to protect NHS resources from fraud, bribery, and corruption. Key responsibilities include:

  • Leading and supervising the Local Counter Fraud Team.
  • Managing investigations.
  • Deputising for the Head of Local Counter Fraud when required.

The post holder conducts and oversees complex criminal, civil, and disciplinary investigations, gathering and analyzing evidence, interviewing witnesses and suspects, preparing prosecution files, and presenting evidence in court and disciplinary proceedings.

The role provides expert advice to senior managers and key stakeholders on fraud risks, sanctions, and preventative measures, while working closely with organizations such as the NHS Counter Fraud Authority, NHS Counter Fraud Service Wales, Police, and the Crown Prosecution Service.

The post holder is also responsible for promoting a strong counter fraud culture through fraud awareness training, preventative exercises, fraud risk assessments, and policy development. They support the delivery of the Annual Counter Fraud Work Plan, identify system weaknesses, recommend control improvements, and ensure compliance with relevant legislation, professional standards, and NHS requirements.

Qualifications And Knowledge

Essential criteria

  • Educated to master’s level in relevant subject or equivalent level qualification or experience of working at a similar level in specialist area.
  • Hold an Accredited Counter Fraud Specialist qualification, or be willing to work towards.
  • Procedures applicable to the successful management of criminal, civil investigations, and disciplinary investigations, a proven track record in this area.
  • Knowledge of:
    • U.K. law as it relates to corruption, bribery, and fraudulent activity.
    • Preparation of case files for submission to solicitors and barristers.
    • Experience of dealing with highly complex and politically sensitive issues within a large organization.

Desirable criteria

  • Knowledge of NHS Wales’ structures and working practices.

Experience

Essential criteria

  • Extensive experience of managing complex criminal investigations, adhering to investigative legislation, including preparation of criminal cases for court.
  • Managerial experience in the arena of criminal / internal including disciplinary investigations.
  • Experience of creating and delivering presentations to a varied audience both electronically and face to face.
  • Ability to manage and analyze large amounts of data, draw sound conclusions, and present findings in an easily understood format.
  • Excellent interpersonal skills demonstrating credibility, influence, and political acumen; building and maintaining effective relationships across all grades and disciplines and within a wide variety of circumstances.
  • The ability to work as part of multi-disciplinary teams at both a strategic and operational level, both within and outside the Health Board.
  • The ability to work on your own initiative, organizing your own workload and the workload of others to ensure that the team operates effectively.

Desirable criteria

  • Prior experience of working within the NHS or other public organization.
  • Experience of completion of the Criminal Justice System MG forms.
  • Experience of promoting a counter fraud culture in public or private sector.
