About the Role

The post-holder is responsible to the Town Clerk/CEO and will deputise and assist the Town Clerk in all matters relevant to the role. The Deputy Town Clerk will carry out specific functions of administration, but in the deputising role is responsible for ensuring that the instructions of the Council in connection with its functions as a local council are carried out and is required to advise the Council on, and assist in the formation of, overall policies for all council activities: in particular to produce all information required to assist the council to make effective decisions. 1 Deputy Town Clerk JD – August 2026 The post-holder is also required to implement all Council decisions and is accountable to the Town Clerk and Council for the effective management of its resources, reporting to the Town Clerk and Council as required.

Grade H, Scale Point 32-36, £55,693 - £60,982 per annum

Job Responsibilities

Policy Advice and Monitoring

  • To work with the Town Clerk and make a major contribution to the formulation, development, revision, monitoring and review of the Town Council’s objectives and its strategies for achieving these.
  • To undertake research analysis (e.g. policy and resources implications and costs) and to report and advise the council accordingly.
  • To make suggestions for the revision and amendment of Council policies and procedures, where these will be beneficial to the Town, the administration of the council and/or the appropriate conduct of council business.
  • To study data on activities of the Council and on matters bearing on these activities and making appropriate enquiries.
  • To monitor the implemented policies of the Council to ensure they are achieving the desired objectives and where appropriate suggest modifications.
  • To be responsible for the custody of all correspondence and documents concerning the Council.

Management and Administration

  • To manage resources and activities of the Council to satisfy customer needs and meet any targets set.
  • To work with and support the Town Clerk in all matters relating to the role and responsibility of Clerkship.
  • To prepare, in consultation with appropriate members, agendas, when required for meetings of the council, its committees, sub-committees, working groups and any other meetings. This includes such responsibilities as assisting in the organisation of Council Civic events/ meetings and the Annual Town Meeting and, in consultation with the Town Clerk/ Mayor, all arrangements in relation thereto. To attend and advise members at all such meetings as directed by the Town Clerk and to arrange for accurate minutes of the meeting to be recorded.
  • To receive and process correspondence and documents on behalf of the council and bring such items to the attention of the Town Clerk/ Council.

  • To deputise when required as Proper Officer of the Council and carry out all the functions and responsibilities in relation to that office.
  • To assist the Town Clerk in their responsibility as Proper Officer of the Council and to ensure that lawful instructions of the council in connection with its functions as a local Council are undertaken expeditiously.
  • Contribute proactively to new initiatives and projects and ensuring they are implemented as determined by the Council.
  • Promote customer care, public participation, quality and equality.
  • Support the Town Clerk and Town Councillors in carrying out their role.
  • To establish and maintain in good order all records relating to the Council and its committees (e.g. minutes, Declarations of Interest, etc.) and to comply with all statutory requirements relating thereto.
  • To ensure, with members, that the Council fulfils its obligations and responsibilities regarding Best Value and other Government legislations.
  • To manage the Council offices, overseeing its cleaning and maintenance as appropriate.
  • To arrange the annual cycle of meetings for approval by Council.
  • To assist the Town Clerk with devolution projects and writing relevant reports.
  • To be a Designated Safeguarding Officer for the Council.

Employee Management

  • To advise the Town Clerk and Council on staffing levels and deployment.
  • To assist in the interviewing and appointment of employees in accordance with Council policies as necessary.
  • To support the Town Clerk in the strategic management of the Council’s workforce, supervising any other employees and undertaking all necessary activities in connection with the management of salaries, conditions of employment and work of other employees and compliance with health and safety regulations.
  • To lead and manage, as necessary, and develop employees’ objectives, reviewing performance and considering training needs and managing absence.
  • To assist in dealing with grievance and disciplinary matters, reporting to the Policy Committee as appropriate in accordance with the Council’s grievance and disciplinary rules.
  • To identify, with members, employees’ training needs and to be responsible for ensuring that these needs are addressed.
  • To be responsible for undertaking employee appraisals on an annual basis, in accordance with Council policies.
  • To pay staff salaries and work related to Local Government Pension Scheme administration, liaising with providers in conjunction with the Finance Officer.

Contracts

  • To oversee the drawing up of specifications and contracts. To advise members on, and appointment, of contractors working with the Procurement and Contracts Officer.
  • To assist in the monitoring of contracts, ensuring that contract terms and conditions are met and that the contract variations are properly authorised.
  • To assist in the handling of any contract disputes.

Finance

  • To deputise as the Council’s Responsible Financial Officer (RFO) (see duties of the RFO attached – Appendix 1).
  • To assist in effectively managing and monitoring the council’s finances and to advise the Town Clerk and council on all financial matters where applicable and to produce strategies that will meet its declared financial and policy objectives.
  • To ensure that the Council always adheres to its published Financial Regulations.
  • To advise on the calculation of the budget requirements and to issue the annual Precept in accordance with the Local Government Act 1972.
  • To ensure appropriate banking arrangements are in place and to be responsible for maintaining the financial records of the council and the administration of its finances.
  • To prepare and produce reports as required by the Town Clerk and Council.
  • To make appropriate insurance arrangements.
  • To undertake preparation of statutory and other accounts. To make appropriate arrangements for the annual audit of accounts, liaising as necessary with the External Auditor, Internal Auditor and HM Revenue and Customs.

Mayoral & Civic Related Matters

  • To assist the Town Clerk in advising the council on the developments of the office of Mayor and to assist the incumbent in the performance of their public duties.
  • Be responsible, in consultation with the Town Clerk, for the safe keeping of the civic insignia.
  • To wear such civic apparel as befits the role of Deputy Town Clerk and in accordance with any instructions and advice from the Town Clerk. Civic regalia/ insignia, robes and wigs are worn by the Town Clerk and Deputy Town Clerk.

Jonathan Page Play Centre

  • To oversee the operations at the Jonathan Page Play Centre - ensuring the provision of a children service that works in partnership with parents and professionals to deliver socially inclusive play that facilitates children’s participation, wellbeing and happiness.
  • Ensure that safeguarding, health and safety procedures are properly implemented, and the site and equipment are regularly inspected, fit for purpose and maintained to a high standard.
  • Ensure that staff are appropriately trained and supported to meet the children's personal care needs as appropriate.
  • Regularly report to the Communities Committee

Personal Specification

Essential

  • CiLCA qualification or willingness to obtain
  • Degree level qualification or equivalent experience
  • Local government experience
  • Budget management experience
  • Committee administration experience
  • Strong report writing skills
  • Knowledge of local government legislation
  • Proven experience of managing and motivating a team

Desirable

  • PSLCC Experience acting as a Proper Officer
  • Experience as Deputy Clerk or Clerk
  • Knowledge of play services and safeguarding
  • Data Protection experience
