Role Overview

The Desktop Surveyor is responsible for the desk-based technical validation of building repair scopes of works and associated cost estimates relating to property insurance claims. This includes scopes submitted by independent contractors nominated by the insured, and scopes submitted by our approved building repair network, ProACT.

The role ensures that repair scopes are technically accurate, proportionate to the reported damage, compliant with policy cover, and priced fairly and consistently against recognised industry schedules of rates — supporting timely, accurate claims settlement and a good outcome for the policyholder.

Responsibilities

• Review and validate repair scopes of work and cost estimates submitted by both independent/insured-nominated contractors and the ProACT building repair network.
• Check that submitted scopes reflect the reported cause and extent of damage, and that all scope items fall within policy cover — identifying betterment, pre-existing damage, and unrelated works.
• Assess and benchmark pricing against a recognised schedule of rates and market data to confirm scopes represent fair and reasonable cost.
• Query, challenge, and negotiate scope or cost discrepancies directly with contractors, ProACT, and loss adjusters, providing clear technical rationale.
• Provide desktop technical sign-off and recommendations to claims handlers and adjusters to support settlement and authorisation decisions.
• Assess the appropriateness of proposed repair and disaster restoration methodology, including drying regimes, and fire, smoke, and flood restoration works, equipment specification, and anticipated timescales.
• Apply sound knowledge of building pathology to assess causation, diagnose defects, and determine appropriate remedial specifications.
• Liaise with policyholders, contractors, loss adjusters, and internal claims teams to clarify scope queries and resolve disputes.
• Maintain accurate, auditable records of all scope reviews, decisions, and correspondence within claims and estimating systems.
• Monitor contractor and network scope quality and pricing trends, feeding back findings to support supplier performance management and continuous improvement.
• Ensure all recommendations comply with current building regulations, health & safety legislation, and relevant industry standards and codes of practice.
• Support wider claims operations with technical building surveying advice and second-opinion desktop reviews as required.
