About the Role
The Planning Obligations team at Canterbury City Council is seeking a Development Contributions Officer to join their team. This role will involve managing the administration processes of the S106 planning agreements, Community Infrastructure Levy (CIL), and Building Safety Levy (BSL). Working collaboratively with the team, you will be responsible for the collection, monitoring, and reporting of S106 developer contributions, CIL, and BSL. You will also liaise with developers, stakeholders, and internal teams to oversee compliance and ensure timely payments.
Key Responsibilities
- Administer, record, collect, monitor, and report on Community Infrastructure Levy, section 106 financial contributions, and Building Safety Levy in accordance with the regulations.
- Ensure Community Infrastructure Levy Liability notices are issued correctly, including measuring plans, checking applications for exemption/relief against evidence provided, and other information at the LA’s disposal in accordance with the regulations.
- Deal with enquiries from applicants, agents, and other stakeholders in relation to Community Infrastructure Levy, section 106 financial contributions, and Building Safety Levy.
- Contribute to the development of standard operating procedures, protocols, and guidance for the administration of the Community Infrastructure Levy, section 106 planning obligations, and Building Safety Levy.
- Support internal services and external bodies (e.g., Parish Councils, County Council) with the expenditure of Community Infrastructure Levy and section 106 monies.
- Assist with the enforcement of non-payment of the Community Infrastructure Levy and Section 106 planning obligations and compliance with non-financial section 106 planning obligations.

Requirements
Knowledge:
- Familiarity with financial processes such as invoicing, payment tracking, and reconciliation.
- Understanding of planning and building control processes and regulatory frameworks.
Experience:
- Experience of using databases to record and analyse information.
- Experience of working with a range of customers and professional organisations.
- Experience in administrative roles (preferably within a local authority or public sector setting, although not essential).
Skills:
- Attention to detail and accuracy in processing documentation and maintaining records.
- Ability to interpret, understand, and apply guidance, regulations, and process maps.
Qualifications:
- 3 A levels or equivalent or significant relevant experience.
