Purpose
The Development Manager supports the identification and delivery of development projects, regeneration and disposal opportunities across a region. The role contributes to regional strategy, pipeline growth and business performance, providing commercial, technical and professional expertise across a portfolio of projects.
Scope of the Role
- Operates within the regional development team. May supervise junior team members.
- Key external interfaces include regional contacts at Network Rail, Local Authorities, Development Partners, Investors, Professional Advisers and Homes England.
- Planning horizons may extend across multiple years.
Accountabilities
- Support the delivery of significant development, regeneration and disposal projects across the full development lifecycle
- Establish and maintain stakeholder relationships across the region with development partners, local authorities and professional advisers
- Contribute to regional development strategy and pipeline origination
- Develop & recommend planning, promotion and land assembly strategies required to unlock development opportunities
- Prepare propositions through development appraisals, viability assessments and commercial strategy
- Commercial negotiations with developers, investors, landowners, public bodies and other stakeholders, including developer selection processes and negotiation of development agreements
- Procure, manage and coordinate multidisciplinary consultant teams and professional advisers within established governance structures
- Prepare and present governance papers, authority submissions and investment recommendations to the Development Panel
- Ensure projects comply with all governance, statutory, safety and railway requirements
- Additional projects or workstreams as directed by the Regional Director and/ or Principal Development Manager/ Senior Development Manager
- Ensure an up to date development tracker is maintained for all projects across the region.

Responsibilities
- Development Delivery
- Support residential, commercial, mixed-use and regeneration projects through the full development lifecycle, managing programme, budget, risk and key milestones.
- Coordinate project teams and stakeholders through planning, governance, negotiation and delivery
- Pipeline Development
- Originate and progress development opportunities, contributing to regional strategy, business planning, pipeline prioritisation and long-term value creation
- Governance, Stakeholder and Consultant Management
- Manage relationships with stakeholders, development partners and public sector bodies.
- Manage consultant teams, prepare governance submissions and business cases, and represent the organisation in negotiations and approvals processes.

What success looks like
Essential
- MRICS, MRTPI or equivalent professional qualification, with appropriate experience in development, regeneration, land promotion, disposals or strategic property projects
- Demonstrable experience of supporting development projects through the full lifecycle from opportunity identification through to disposal, implementation or completion
- Strong stakeholder management and communication skills including; Public Bodies and Development Partners
- Strong commercial awareness and experience preparing, reviewing and interpreting development appraisals and viability assessments
Desirable
- Experience of regeneration and public sector development projects
- Experience of transport, infrastructure or railway development
- Experience of joint ventures & development agreements
