Development Manager at The Crown Estate

Purpose of Role
The Crown Estate is seeking a strategic and delivery-focused Development Manager to support the Development Director and Senior Development Manager in leading major regeneration projects across the London portfolio. This role is central to delivering financial, social, and environmental value in line with The Crown Estate’s Value Creation Framework. You will oversee multiple workstreams and consultant teams, ensuring projects progress efficiently and meet key performance indicators.
Context of Opportunity / Main Accountabilities
- Lead the day-to-day management of 1–2 major regeneration projects, including design, planning, procurement, and delivery strategy.
- Implement project vision and strategy in line with business plans and gateway processes.
- Collaborate with internal and external teams across commercial, infrastructure, energy, financial modelling, and stakeholder engagement.
- Maintain market awareness and stakeholder relationships to ensure competitive and socially impactful development propositions.
- Monitor budgets and ensure cost and value targets are achieved.
- Promote innovation in placemaking, sustainability, digital integration, and social impact.
- Contribute to the wider London portfolio ambition, enhancing public realm and community outcomes.
- Apply principles of agility, empowerment, and customer focus to drive project success.
- Manage business risk, including health and safety, and escalate issues when necessary.
- Ensure governance and reporting requirements are met throughout the development lifecycle.

Most Important Skills-Based Requirements
- Experience in development appraisals and feasibility analysis to identify viable opportunities.
- Strong communication skills, including board reporting and documentation.
- Proven track record in delivering large, complex mixed-use developments, particularly residential and commercial.
- Experience in leasing activities, including pre-lets and negotiating agreements.
- Ability to solve design challenges and lead multi-disciplinary teams.
- Skilled in managing multiple workstreams and driving ambitious outcomes.
- Strong presentation and influencing skills.
- Experience in procurement and supply chain processes for large UK projects.
- Relevant qualification in Real Estate, Design, Surveying, or Engineering.
- Excellent interpersonal and stakeholder management skills.
- Strong industry network to support brand building and market insight.
- Understanding of Net Zero Carbon delivery within budget constraints.
- Knowledge of regeneration and planning to support sustainable community development.
