We have an amazing opportunity for a Pre-Construction Manager to join a dynamic, dedicated and growing team to lead and oversee pre-construction activities across Platform's development pipeline, ensuring schemes are technically robust, commercially viable and aligned with Platform standards and the requirements of Homes England.

The role ensures that external contractors, consultants and internal teams work collaboratively to achieve planning consent, cost certainty, efficient buildability, quality assurance and programme readiness prior to Start on Site.

As Our Pre-Construction Manager, You'll

  • Act as Platform's technical and assurance lead during pre-construction, ensuring contractor-led proposals meet organisational standards for design, safety, quality and value.
  • Manage, interrogate and produce (where required) pre-construction programme, risk register, buildability assessments, design deliverables and gateway submissions.
  • Ensure early identification and mitigation of technical, commercial and planning risks.
  • Ensure designs comply with Building Regulations, fire safety requirements, sustainability targets and Platform's design requirements.
  • Collaborate closely with the Development and Land teams to support the preparation, coordination, and submission of planning applications, ensuring all technical, design, and statutory inputs are complete and aligned to Platform's standards.
  • Lead the early identification, tracking and coordination of sectional agreement obligations (such as S38, S104, S278, S106 elements relevant to technical planning or infrastructure interfaces).
  • Ensure timely progression of technical approvals, including highways, utilities, drainage and any other statutory consents required prior to contract signing or start on site.
  • Provide technical support to the delivery team, attending design and project team meetings.
  • Onward management of technical risk registers during delivery phase, ensuring that early risks identified are reduced or removed.

To Join Our Team, You'll Have

  • Extensive experience managing pre-construction activities within residential development, affordable housing or partnership-led schemes.
  • Proven track record coordinating contractor led pre-construction processes, ideally within frameworks, D&B contracts or JCT arrangements.
  • Demonstrable experience in design coordination, technical reviews, buildability assessments and navigating planning requirements.
  • Experience interrogating cost plans, value engineering proposals and risk registers.
  • Strong knowledge of residential design standards, Building Regulations, fire safety legislation, planning processes, sustainability and MMC principles.
  • Ability to challenge contractor proposals with technical confidence and provide robust, evidence-based recommendations.
  • Able to review drawings, specifications, design reports and technical data.
  • Strong understanding of construction programmes and critical path analysis.
  • Driving license, access to a car and flexibility to work across our geographical areas as this role brings extensive travel across central UK to our sites and offices.
