Development Programme Manager
Midlands

I’m currently supporting a leading housing provider in the appointment of a Development Programme Manager to join their Development team.
This is a key role within the function, sitting closely alongside Development, Finance and senior leadership.
The successful candidate will take ownership of programme monitoring, funding compliance, development cash flow, grant reporting and audit activity, while acting as a key contact for Homes England and other funding partners.
The role
You’ll be responsible for ensuring the development programme is accurately monitored, financially robust and compliant with funding requirements.
A key part of the role will be managing the flow of information between Development, Finance and external funding bodies, making sure that programme data, grant forecasts, claims and reporting are accurate and delivered to agreed deadlines.
You’ll also be responsible for:
- Leading the production of development monitoring reports for senior management and committees.
- Monitoring programme performance, identifying trends, risks and potential issues and providing recommendations to senior stakeholders.
- Acting as the main point of contact for Homes England and other funding bodies in relation to programme reporting, forecasting and contractual requirements.
- Managing grant forecasts, claims and drawdowns and ensuring these are accurately reflected within development budgets and cash flow.
- Producing the monthly development cash flow and working closely with Finance to ensure accurate forecasting.
- Reviewing development appraisals and checking that grant assumptions, scheme information and programme outputs are accurate.
- Monitoring schemes against funding agreements and highlighting any discrepancies or potential compliance issues.
- Managing Strategic Partnership completions reporting to Homes England.
- Maintaining accurate records and reporting around Recycled Capital Grant Fund (RCGF).
- Leading the annual development audit process and coordinating mock audits ahead of external review.
- Keeping up to date with changes to the Capital Funding Guide and Homes England requirements, ensuring these are understood and reflected across the team.
- Taking ownership of SDS Proval and Sequel, working with internal teams and SDS to resolve issues and improve reporting.
- Managing and developing a small team, ensuring key activities are delivered accurately and to a high standard.
- Contributing to the wider Development leadership team and supporting continuous improvement across the function.

I'd be particularly interested in speaking to candidates who have worked within social housing, affordable housing or housing development, although relevant experience from a wider development, programme or funding environment will also be considered.
