Development Project Manager
Cobalt is working exclusively with Coin Street to appoint a Development Project Manager to join its Asset Management team. This is a rare client-side opportunity to help shape one of London’s most distinctive mixed-use estates, beginning with refurbishment and improvement projects before progressing into major capital works and Coin Street’s longer-term development pipeline.
The Organisation
Coin Street is a community-led social enterprise responsible for 13 acres of London’s South Bank. Since the 1980s, it has transformed and managed a distinctive mixed-use neighbourhood encompassing homes, public spaces, independent businesses, and community, health and wellbeing initiatives. Its estate includes some of the capital’s most recognisable riverside destinations, including the OXO Tower and Gabriel’s Wharf.
What sets Coin Street apart is its purpose. Every asset strategy, investment decision and development project is approached with the aim of creating long-term commercial value while delivering meaningful benefits for the local community and environment.
Coin Street is entering an exciting period of investment, with a significant pipeline of refurbishment, value-enhancement and development projects across the estate. Its long-term ownership model and lean property team offer the opportunity to gain broad exposure, shape landmark assets and see the lasting impact of well-considered investment decisions.
The Role and Responsibilities
Your immediate priority will be a programme of refurbishment, lifecycle replacement and improvement works across Coin Street’s existing portfolio. This includes projects designed to protect and enhance some of the South Bank’s most prominent mixed-use assets including the revitalisation of OXO Tower, a new meanwhile use for Gabriels Wharf and the creation of a new masterplan for the whole estate.
Working client-side and reporting to the Director of Asset Management, you’ll lead projects from initial scoping and business case through delivery, handover and post-project review. You’ll balance quality, budget and programme while delivering works sensitively across a busy, occupied estate.

Your responsibilities will include:
- Delivering refurbishment, lifecycle replacement and capital investment projects across the portfolio.
- Developing project scopes, programmes, budgets and robust business cases.
- Procuring and managing consultants, contractors and professional advisers throughout the project lifecycle.
- Overseeing contract administration, supplier performance, project risks and dependencies.
- Coordinating with retailers, tenants, community representatives, local authorities and other stakeholders affected by the works.
- Ensuring compliance with statutory requirements, planning obligations, health and safety standards, restrictive covenants and sustainability commitments.
- Managing handovers, operational readiness and post-completion reviews.
- Contributing to lifecycle planning, investment analysis, project governance and portfolio reporting.
As Coin Street’s investment plans progress, the remit will expand to include larger capital, development and new-build projects across the estate. This includes future involvement in the Doon Street development, a major mixed-use scheme anchored by a new swimming pool and leisure centre.
While this forms part of the longer-term pipeline, it offers a compelling progression opportunity for the successful candidate.
The Skills and Experience Needed
The priority is someone with a strong track record of delivering refurbishment and capital works within an existing portfolio, combined with experience of, or meaningful exposure to, development projects. Ground-up development does not need to have been the sole focus of your career, but you should understand the key stages and considerations involved in taking a development project forward.
You’ll bring:
- Experience delivering refurbishment and capital expenditure projects throughout the project lifecycle.
- Experience of, or meaningful exposure to, development projects, ideally across feasibility, design, planning, procurement or delivery.
- Client-side experience managing consultants, contractors and professional advisers.
- Working knowledge of project programmes, budgets, business cases and investment appraisals.
- Experience of procurement, contract administration and supplier management within property or construction projects.
- The ability to manage works sensitively within occupied or operational assets, working effectively with tenants and wider stakeholders.
- Working knowledge of project governance, risk management, health and safety, and relevant regulatory requirements.
- A degree-level qualification in property, construction, surveying, project management or a related discipline, or equivalent professional experience.

- A relevant professional qualification or accreditation, such as RICS, APM or PRINCE2.
- Experience within a mixed-use estate, social enterprise, charity, community-focused or public-interest environment.
