History of the Organisation:
Established in 1987 as a women’s refuge by a woman who had experienced domestic abuse, our organisation has grown into a local, independent charity dedicated to addressing and improving all aspects of domestic abuse. While we primarily support women and children, our services have evolved to offer a comprehensive range of interventions for adults and children affected by domestic abuse. We work in close partnership with a broad network of organisations to ensure holistic, coordinated support throughout West Lancashire.
What we do:
We currently provide the following services:
- 24-hour temporary safe accommodation and support for women and children
- Outreach and community support for adults, children, and young people
- Counselling
- Group work programmes
- 24-hour helpline
- Information and Drop-in Centre
- Connect and Respect School programme

About the role:
The Development Worker supports the design, delivery, and growth of community-based projects and services. The role focuses on empowering individuals and groups, building strong relationships, and promoting community-led development. The postholder works directly with service users, partners, and stakeholders to identify needs, develop opportunities, and strengthen community capacity.
Key Tasks:
- Engage directly with survivors, lead support programmes, strengthen local partnerships, and identify training opportunities
- Coordinate volunteer involvement, expanding peer-led networks and survivor-led service development
- Deliver group work programmes for adults and children
- Recruit and manage volunteers to support the projects we deliver in the community
- Develop the group work programmes and oversee delivery
- Establish service user groups to involve them in the design, feedback, and evaluation of our services, ensuring their lived experiences shape how support is delivered and continuously improving
- Develop and manage our social media platforms and increase our online presence

Support:
- Support with publicity and community events
- Manage resources, equipment, and materials for project delivery
- Engage with partner agencies and attend community events
- Identify emerging needs and contribute to planning new services or projects
- Provide advice, signposting, and guidance to help people access appropriate services
Safeguarding and Reporting:
- Ensure the safety and welfare of all service users and follow safeguarding policies and procedures
- Maintain accurate records of attendance, incidents, and observations
- Maintain high-quality records and reporting of support provided
- Seek regular service user feedback and evaluation to support delivery and practice
- Ensure that all administrative systems and procedures are adhered to
- Assist in the collection and completion of all monitoring and reporting processes
General:
- Work as a member of the team to ensure effective delivery of service and individual work plans, including working across teams where appropriate
- Maintain a working knowledge and comply with TLC policies and procedures, including health and safety
- Engage in supervision, performance reviews, and training
- Provide services in an anti-discriminatory manner in accordance with TLC’s Equality and Diversity policy
- At all times represent The Liberty Centre in a professional, approachable, and service user-focused manner, ensuring that confidentiality is observed

Domestic Abuse Services Manager
Requirements
Essential
- Experience in community outreach, public services, social care, or similar roles.
- Experience of working in a multi-agency approach.
- Experience of managing and supporting volunteers.
- Experience of risk management and implementing safeguarding policies and procedures.
- Experience of keeping accurate and comprehensive records in various formats and to be confident in Microsoft applications and case management systems.
- Experience of managing social media platforms and campaigns.
- Experience of developing and delivering group work programmes.
Knowledge and Abilities
- To understand the issues that people affected by domestic abuse face and potential barriers to personal development.
- An understanding of a trauma-informed and strength-based approach.
- To understand confidentiality, equal opportunities, and non-judgemental attitudes and be committed to these principles.
- Able to remain calm and professional when managing challenging or complex situations.
- Working knowledge of Microsoft packages and the ability to use computerised systems including WordPress and Canva.
- Ability to organise and prioritise work.
- Ability to empathise and communicate well.
