Work Location: Hampshire and Isle of Wight Fire and Rescue Service HQ, Eastleigh (Hybrid Working)
Hours per week: 37
Contract Type: Temporary until 31 May 2028
Closing Date: 4 October 2026

About the Role:
Lead one of the most significant transformation programmes in our Service.
This is a rare opportunity to play a central role in shaping the future of fire and rescue services across Hampshire and the Isle of Wight.
We are looking for an experienced, confident, and highly capable Devolution Transition Programme Manager to lead the planning and delivery of a major transition programme as fire and rescue functions move into the new Hampshire and the Solent Mayoral Combined County Authority (MCCA).
This is a high-profile role at the heart of strategic change. You will work across organisational boundaries, bringing together colleagues, partners, and stakeholders to turn complex ambitions into clear, deliverable programmes of work. If you thrive in a fast-moving environment, can navigate complexity with confidence, and have a strong track record of leading major change, we would love to hear from you.
Candidates must be available on Wednesday 21 October for interviews. Should you not be available on this date, please contact the recruiting manager when submitting your application.
The Role:
As Devolution Transition Programme Manager, you will lead the overall design, planning, and delivery of the transition programme, ensuring it is delivered on time, within budget, and with strong governance throughout.
You will work closely with senior leaders across the Service, the new Combined County Authority, and partner organisations including local authorities, Hampshire Constabulary, and the Office of the Police and Crime Commissioner. Your role will be to create momentum, manage risk, align priorities, and ensure all aspects of the transition are coordinated effectively.
This is a role for someone who can see the bigger picture while also keeping a firm grip on delivery.
You may be required to visit other locations within Hampshire, and therefore need to have the ability to travel, as necessary.

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?
Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.
Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.
