Job Overview
The transformation team are responsible for delivering key programmes and projects within the Trusts transformation Portfolio. The portfolio covers clinical, operational and digital transformation projects which support the Trust’s purpose; working together to discover, develop and deliver excellent eye care, sustainably and at scale.
The digital and transformation programme manager is a leadership role within the team and will be directly responsible for the management, co-ordination and governance of a range of clinical operational and digital programmes.
Main duties of the job
- Ensure that programme objectives, scope, deliverables, critical success factors and risks are clearly documented and benefits in terms of the delivery of clinical care, cost savings and benefits for patients and staff are clearly identified at the start of each project.
- Establish project teams as required to support programme delivery with appropriate operational, clinical and corporate team membership. Co-ordinate the input of stakeholders and service users to ensure that appropriate options are appraised and delivered.
- Ensuring appropriate engagement with clinical and operational staff throughout the life cycle of projects and programmes, to allow for effective user testing and input into the development and roll out of any new digital products.
- Identify and manage interdependencies between projects and programmes within the excellence portfolio and in the wider organisation.
- Perform benefits analysis and baseline current system appraisal before each project and programme starts and ensure there is a plan in place for handover to the operational and clinical leads.

Detailed Job Description And Main Responsibilities
Main responsibilities
Programme delivery
- Ensure that programme objectives, scope, deliverables, critical success factors and risks are clearly documented and benefits in terms of the delivery of clinical care, cost savings and benefits for patients and staff are clearly identified at the start of each project.
- Establish project teams as required to support programme delivery with appropriate operational, clinical and corporate team membership. Co-ordinate the input of stakeholders and service users to ensure that appropriate options are appraised and delivered.
- Working with the senior responsible officer (SRO) for their programme(s), set-up and lead programme board meetings, involving stakeholders and project team members as required.
- Responsible for controlling, directing, planning and allocating work and motivating service users to get directly, or indirectly involved with projects and programmes and its development.
- Ensuring correct technical expertise is brought into key aspects of project and programme delivery, ensuring appropriate legal, HR, and information governance oversight is maintained and followed.
- Ensuring appropriate engagement with clinical and operational staff throughout the life cycle of projects and programmes, to allow for effective user testing and input into the development and roll out of any new digital products.
- Identify and manage interdependencies between projects and programmes within the excellence portfolio and in the wider organisation.
- Managing relationships with key stakeholders both internally and externally.
- Perform benefits analysis and baseline current system appraisal before each project and programme starts and ensure there is a plan in place for handover to the operational and clinical leads.
- Oversight, preparation and maintenance of all project documentation, including (but not limited to): project brief, project initiation document, appraisal options, RAID logs, lessons learned and actions logs, high level and detailed project plans, highlight reports, Project Board reports and papers and contribution to Excellence Delivery Unit (XDU) boards.
- Ensure all project documentation and reports are prepared and delivered as specified in the project communications plan and in line with agreed reporting schedules.
- Manage the implementation costs and resources allocated to the project up to £1m.
- Co-ordinate the activity of project and programme team members and contributors ensuring that tasks and work packages are completed satisfactorily and on schedule.
- Regularly report on progress, monitoring progress against plan, delivery of the project and programme objectives, and post project review including updating the lessons learned and decision logs.
- Support bid writing, tender process management, procurement processes and liaise with stakeholders from key agencies in contract management.
- Undertake any additional duties appropriate to the post, as may be required by the service and as delegated by the Associate Director of Excellence Delivery.

Communications
- Provide advice and guidance to staff and managers across the Trust in relation to change, act as an advocate and champion for the excellence portfolio.
- Develop and maintain strong working relationships with operational, clinical and corporate management teams including developing expert knowledge of the overall programme aims, objectives and initiatives so as to provide meaningful expert advice.

Financial responsibility
- Specific responsibility for managing programme budgets of circa £1m per annum.
- Responsibility for identifying financial benefits aligned to each programme of work and ensure these are reported appropriately.
- Where costs on a project are required to undertake appropriate sign off and management of budget developing business cases where required for additional funding.
- To undertake appropriate remedial actions with programme leads if costs on a project become excessive.
- To work within the Trust's standing financial instructions and controls.
People management
- Line management of project managers, change mangers and project support officers.
- Large scale (estimated 5-20 at any one time manager and clinician level and above) relationship contacts requiring intensive influencing and relationship skills.
- Role model the Moorfield’s values and behaviours both individually and through the team.
- Ensure that behavioural expectations of team members are established.
- Ensure responsible staff have clarity of role and appropriate training as required. It is the post holder’s responsibility to ensure that they have undertaken all mandatory training, in line with Trust policies and procedures.
Person specification
Experience
Essential criteria
- Project management experience managing multiple complex projects within the NHS or a comparable large organisation, preferably in a service related environment.
- Proven experience of managing major transformational change projects to a successful conclusion including realising objectives and benefits delivery within the project deadline and costs.
- Effective supervision of a project team where you do not have direct line management responsibility. Working with operational managers, frontline operational and clinical staff and third party contractors.
- Effective analytical and problem solving skills. Ability to analyse complex facts and situations and develop a range of options coupled with the ability to respond to sudden unexpected demands.
Knowledge + skills
Essential criteria
- Must have experience of managing internal and external stakeholder engagement, including managing relationships and coordinating work between cross-functional teams.
- Plans and organises a broad range of complex activities, formulating and adjusting plans to reflect changing circumstances.
Desirable criteria
- Knowledge of current healthcare policy in the NHS and how this applies to the local health economy.
- Working knowledge of a clinical operations environment and how to manage conflicting priorities to ensure projects are delivered.
Qualifications
Essential criteria
- Higher education qualification / masters, preferably in management based studies, or relevant equivalent experience.
- At least ONE of the following or similar:
- Accredited QSIR Practitioner
- PRINCE2™ or AMP Practitioner qualification
- Agile or other similar methodology e.g. Scrum, Kanban, Lean
