This includes a broad digital programme focused on improving the way services are delivered, embedding a more digitally enabled culture, and driving greater use of data, automation and modern platforms to enhance both efficiency and user experience. Alongside this, there is a strong emphasis on organisational change, stakeholder engagement and creating more joined-up services across multiple locations and partner organisations.

Your new role

This is a pivotal role responsible for leading the delivery of a wide-ranging digital transformation programme, turning strategic vision into tangible outcomes across the organisation. Sitting at the centre of both business and technology, you will act as the bridge between operational services and IT, ensuring digital initiatives are aligned, well-governed and delivering measurable impact. A key part of this will involve supporting an organisational transition programme, helping to embed new digital solutions while driving adoption and ensuring continuity of service.

  • You will take ownership of a portfolio of digital projects, overseeing delivery end-to-end, ensuring they are delivered on time, within budget and to a high standard.
  • Alongside this, you will play a critical role in shaping business cases, managing risks and ensuring benefits are clearly defined, tracked and realised.
  • Working closely with senior stakeholders, partners and third parties, you will identify opportunities to innovate, improve processes, and maximise the value of digital investment.

Beyond delivery, this role brings a strong leadership and cultural element. You will champion digital ways of working, driving engagement and upskilling across the organisation, while promoting a mindset of continuous improvement. With a focus on emerging technologies, data and best practice, you will help position the organisation for long-term success by ensuring digital becomes an embedded and integral part of how services are delivered.

What you'll need to succeed

The successful candidate will bring a proven track record operating in a senior digital delivery or programme leadership role, ideally within a complex, multi-stakeholder environment. You will have a strong grasp of modern digital technologies, including cloud platforms, data, and emerging innovations such as AI, alongside experience of delivering business-critical programmes that bridge technology and operational services.

  • You will be an experienced, hands-on Programme Manager with demonstrable accountability for defining, shaping, and delivering large-scale programmes end-to-end. This includes overseeing multiple workstreams, managing third-party suppliers and partners, and ensuring benefits are clearly defined, tracked, and realised.
  • Experience within local government or the wider public sector would be highly advantageous, particularly with an understanding of governance frameworks, regulatory requirements, and structured delivery methodologies.

Alongside your technical and delivery expertise, you will bring strong leadership and interpersonal skills, with the ability to influence, challenge, and build credibility at a senior level. You will be comfortable leading and motivating both direct and matrix teams, managing competing priorities and operating with a high degree of autonomy. A proactive, resilient approach is key, as is a passion for driving continuous improvement, embedding change and helping organisations maximise the value of digital investment.
