Job Summary
As the MOD’s infrastructure expert, DIO has a significant role to provide defence-wide, advice, guidance, and delivery of strategic estates management, strategic asset management, disposals, acquisitions, and major programme and project delivery, as well as the management and leadership of the supply chain.
The Continuous at Sea Deterrent (CASD) is a strategically critical output for UK Defence and the infrastructure that supports the current capability, and wider submarine operations, in preparation for future capability requires significant investment.
DIO Nuclear Infrastructure Directorate (NID) provides a mission-aligned infrastructure service to CASD, providing major capital programme delivery, estates and infrastructure services to our Front-Line Commands and Agencies. The directorate is responsible for the delivery of the existing demand, the development of the next demand, and the planning of future demands alongside our Royal Navy, Submarine Delivery Agency, and Defence Nuclear Organisation sponsors.
The Scope Of The Infrastructure Delivery Across HMNB Clyde Comprises Of Multiple Major Programmes With a Current Annual Spend Of C£350M Expected To Increase In The Region Of £600M-£750M In The Coming Years. Programmes Include:
- Programme Euston: Additional submarine out-of-water engineering capability, delivery of marine infrastructure, shoreside services, and site utilities.
- Programme Integrated Weapons Complex (IWC): Delivery of facilities to maintain the ammunitioning of submarines.
- Clyde Infrastructure Programme (CIP): Critical nuclear infrastructure asset replacements, accommodation, and training facilities.
- Future Berthing Capability: Marine berthing and docking.
- Site-wide Utilities Programme: Power distribution network, wastewater, and effluent.
Though the work is in a highly regulated environment, the management structure provides considerable flexibility in the way that decisions are taken and the work is directed. There is a requirement for this post to interact with numerous stakeholders over which it has no control, thus requiring considerable investment in communications, negotiations, and influencing.
These posts will be responsible for the management of multiple NEC design and construction contracts, acting as the authority intelligent client, and holding the supply chain to account for quality and value for money.

Job Description
Leadership and Management
- Provide strategic advice and support to Programme Director and wider programme stakeholders where required.
- Deputise where required for Programme Director on programme matters.
- Manage the team of blended civil servants and contractors to ensure optimal performance and delivery of outputs.
- Demonstrate a personal commitment to the civil service behaviours and DIO’s guiding principles.
- Provide leadership across your area of responsibility and beyond, contribute to strategic development and challenges as part of the senior leadership team to ensure the business is effective, efficient, and meets corporate objectives.
- Promote development and growth of our people, support, and nurture potential.
- Ensure compliance with mandatory legislation, regulations, and requirements including; ONSR/DNSR, Building Standards, Health, Safety, Environment, and Fire.
- Promote strong working relationships both within the team and with other teams across DIO, MPP, and MoD.
- Provide education, guidance, advice, and coaching on programme management best practice to programme colleagues.

Programme and Project Delivery
- Responsible for the delivery of defined outputs and outcomes. Ensure clarity of requirements and develop a realistic plan for delivery, including meeting assurance and approval requirements. Deliver to agreed plans and control performance of cost, time, and quality to deliver value for money, on-time solution.
Responsibilities Include:
- Understanding demand, what needs to be delivered.
- Sequencing, schedule programme, and operations dependencies.
- Resources deployed, delivery model, and effectiveness of resources.
- Available routes to market, working with commercial.
- Cost profile and realism.
- Key risks to successful delivery – Assess mitigations.
- Ensure accurate information is provided by the programme/project team to meet the reporting requirements as per the programme and corporate demand.
- Ensure DIO’s meets its continued high standards for safety, including ensuring all duties under CDM are met across the programme/project and accidents, incidents, and near misses are reported and responded to in accordance with processes.
- Challenge and reduce uncertainty.

- Ensure justified, efficient, and effective resource allocation (right size and capable teams).
- Scenario plan – Understand the ‘what ifs?’ with regards to known and unknown events.
- Continually ensure value for money solutions.

- Undertake an authority assurance role with regards to the procurement and performance of goods and services.

- Establish relationships with key stakeholders including HMNB Clyde, Sponsors, Integrators, and other delivery leads within and outside functional areas.

Commercial Oversight and Contract Management
- Work alongside commercial teams to establish relationships with suppliers.

- Develop commercial and contracting strategies aligned to the projects and programmes to deliver value for money solutions at pace.
- Accountable for the approving and management of contractual commitments and payments.
Person Specification
Essential Experience
- Programme/Project Delivery.
- Risk, issues, and opportunity management.
- Strategic understanding of schedule changes, conflicts, and risks to the portfolio performance cost and time envelope as well as operational deliverability.
- Schedule and cost analysis.
- Budgeting, forecasting, and cost management.
- Supply chain management and commercial awareness.
- Stakeholder and communication management.
- Educated to degree level in a relevant discipline (e.g., Engineering, Project Management) or able to demonstrate significant knowledge and experience at a comparable level.
- Obtained or working towards one of the following: PRINCE2 Practitioner; Agile Project Management Practitioner; APM Project Management Qualification; PMI Project Management Professional; Leading and Managing Project Workstreams.
- Government Project Leadership Programme (obtained or willing to obtain within 18 months).
Desirable Experience
- Government Project Delivery Accreditation - Practitioner.
- Infrastructure/Construction Programme/Project Delivery.
- New engineering contracts (NEC4).
- Knowledge and understanding of the government financial approvals process for large projects.
- Knowledge and experience of leading multi-million-pound programmes, ideally within infrastructure.

Qualifications

Salary and Benefits

Working Arrangements
Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in the office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. Probation Period
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
