Job Summary
The Estates Facilities & Assurance Manager oversees Total Facilities Management (TFM) service delivery and assurance, ensuring the Infrastructure Support Provider (ISP) meets contractual obligations and End User requirements. Reporting to the Senior Estates Facilities Manager (SEFM), the role involves managing estate services, including maintenance, inspections, and assurance, in line with DIO Practitioner Guide EM02. The role also supports business improvements aligned with UK Government environmental and sustainability initiatives.
The Ascension Islands is a particularly challenging environment and provides valuable experience gaining opportunities for delivery in a remote location. This is a challenging post and brings the opportunity to deliver high profile works on an overseas estate that includes an airport and a large fuels storage complex.
The tour length is 3 years.
This position is advertised at 37 hours per week.
Job Description
Working with the Defence Infrastructure Organisation (DIO) on Ascension Island presents a unique and rewarding experience, given its remote location in the South Atlantic. The island operates under a contracted outsourced Total Facilities Management (TFM) arrangement, ensuring the effective delivery of essential services and infrastructure maintenance. The remote nature of Ascension poses significant logistical challenges, with supplies and equipment requiring careful planning and coordination due to limited shipping and air transport options. The island itself is a volcanic outpost, home to a small community and a variety of wildlife, including green sea turtles and seabirds, as well as landmarks such as Green Mountain and the historic Wideawake Airfield. Working in this environment demands adaptability, collaboration, and innovative problem-solving to overcome the unique challenges of maintaining critical infrastructure in such an isolated setting.

Person Specification
Estate Facilities Management (35%)
- Collaborate with the ISP to improve Hard and Soft FM service delivery.
- Oversee planned preventative maintenance to ensure compliance with statutory and contractual requirements.
- Address operational issues and ensure ISP Management Plans (e.g., Asbestos, Legionella, Fire Safety) are up to date.
- Use Management Information Systems (IMS & Maximo) to monitor progress and generate reports.
- Identify areas for improvement and provide input for future contracts.
- Oversee asset management, including updates to the DIO Data Management Team.
- Review the Forward Maintenance Register (FMR) with the ISP for planning purposes.
- Represent the SEFM during their absence and participate in FM meetings.
Assurance (25%)
- Conduct contract assurance, compliance checks, audits, and inspections as per the contract and EM02 policy.
- Ensure compliance with statutory and mandatory Regulations, which encompass health and safety.
- Collaborate with the ISP on assurance activities and provide data for reports.
- Assess work quality through site visits and post-completion reviews, contributing to lessons learned and continuous improvement.
- Facilitate compliance inspections by visiting staff and external assurance organisations.
- Analyse data, monitor KPIs, and conduct audits to improve value for money (VFM).
- Support fraud prevention initiatives and provide policy guidance to the ISP.
Governance (20%)
- Ensure ISP performance meets contractual and statutory requirements.
- Monitor and manage contract performance, including audit programmes and fraud prevention measures.
- Organise and manage governance meetings, including agendas, documentation, and attendance arrangements.

Stakeholder Engagement (15%)
- Build strong relationships with Ascension Base Command, ISP, and other stakeholders.
- Collaborate with Command to prioritise and plan future works.
- Engage with ISP teams, including Helpdesk, Soft FM, Airfield Services, and others, to address performance and quality issues.
Business Improvement and Corporate Governance (5%)
- Monitor compliance with policies and escalate significant risks.
- Support communication strategies and prepare briefings as needed.
- Implement best practices, audit recommendations, and business continuity measures.
- Promote diversity, inclusion, and innovation to drive continuous improvement.
- Ensure compliance with mandatory training and professional development.
Other Responsibilities:
- Promote MOD and DIO tools and practices to enhance business delivery and information flow.
License:
Driving license for car/crew-cab. Due to a lack of public transport on Ascension Island and the distance from MOD accommodation to various areas of the MOD estate, it is essential that the SEFM be able to drive to deliver day to day outputs.
