About the Defence Housing Service
The Defence Housing Service (DHS) is being created through the Armed Forces Bill to deliver a step-change in housing for the UK’s Armed Forces and their families following the publication of the Defence Housing Strategy on 3 November 2025, which marked the most significant change to Armed Forces housing in over 50 years. DHS will bring a dedicated focus to improving the homes, communities and lived experience of Service personnel, placing families firmly at the heart of everything it does.
This is one of the most ambitious housing transformation programmes in the UK today. Backed by a £9 billion investment, DHS will modernise tens of thousands of homes, introduce a more proactive and customer-focused approach to maintenance, and unlock new opportunities to develop housing on Defence land.
DHS will have the focus and agility to deliver change at pace, combining public service values with greater flexibility to build the skills, systems and partnerships needed for the future.
This is a rare opportunity to be part of shaping its culture, influencing how it works, and helping deliver lasting improvements for Service families across the UK.
The future delivery model for this team is currently under review and may change as part of potential organisational developments. This could include the team or function transferring to a different employer or organisational structure in the future. Should activities transfer out of the Ministry of Defence existing employees transferring with those activities will maintain the same or substantially the same terms and conditions of employment.
About the Role
We’re looking for a driven and organised Programme Delivery professional to join The Defence Housing Service at a pivotal time of transformation. This is a diverse and fast-paced role where no two days are the same.
As a Senior Programme Delivery Support Manager, you’ll sit at the heart of programme delivery, supporting senior leaders and ensuring the smooth running of complex, high-profile projects. You will:
- Support the Director Planning & Delivery and Programme Manager to drive delivery across a major portfolio
- Coordinate and monitor programme activity, ensuring milestones, outputs, and timelines are achieved
- Manage risks, governance, and reporting, maintaining high standards of assurance and compliance
- Provide briefings, insight, and analysis to support decision-making at senior levels
- Lead or support programme boards and governance forums, ensuring effective documentation and tracking
- Build strong relationships with stakeholders across Defence, government, and industry
- Contribute to planning, prioritisation, and continuous improvement across the programme

Person specification
The post holder should have experience, knowledge and demonstratable skills in the following areas:
- Confidence supporting senior leaders and working with minimal supervision
- Experience in programme, project, or portfolio management (P3M) and the methodology
- Strong organisational skills and the ability to manage competing priorities
- Excellent communication and stakeholder engagement skills
- Experience working in collaborative or matrix environments
- The ability to manage risks, governance processes, and programme reporting
Full UK driving licence. Travel will be required.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

Selection process details
