Job Summary

Do you want to work for the Defence Infrastructure Organisation (DIO) and care for the Defence Estate? DIO enables Defence to live, work, train and deploy, all with sustainability in mind. This position is advertised at 37 hours per week. Due to the nature of the role, part time and job share arrangements may be considered, subject to the requirement that full-time hours are fully covered (or business needs are met).

Job Description

Defence Infrastructure Organisation (DIO) Accommodation is responsible for providing Service Family Accommodation (SFA) in the UK and Europe. This includes the management of around 47,000 SFA properties for Service Personnel and their families; major SFA upgrades and other improvements; providing a comprehensive SFA repair and maintenance service; managing SFA allocation; and overseeing the move in and move out of personnel from SFA properties and management of private leased homes in the UK and Europe through partner organisations. The Accommodation Directorate attracts close and frequent Ministerial and media interest, and Defence’s ambitions for the quality of service and pace of delivery for Service Personnel and their families living in Service Family Accommodation are high.

The Project Manager will lead and manage the end-to-end delivery of accommodation related projects within the Service Family Accommodation (SFA) portfolio, ensuring that outputs meet quality, time and budget expectations.

The Project Manager will be responsible for co-ordinating cross functional teams, assuring supplier performance and driving improvements to the housing experience for Service Personnel, their families and other eligible users of SFA.

Operating at a Senior Executive Officer (SEO) level, the Project Manager will support strategic priorities, ensure compliance with MOD and government standards and commitments and contribute to the continuous improvement of housing services across the Defence Estate

Person specification

Essential

  • Proven project management experience.
  • Demonstrable experience in supplier / contract management, including assurance against KPIs, handling underperformance, and supporting remediation.
  • Experience using project documentation tools, (e.g. RAID logs, highlight reports, risk registers, delivery dashboards)
  • Ability to manage complex or multi-site projects, balancing competing priorities, risk and dependencies.
  • Excellent interpersonal and communication skills.

Desirable

  • Public sector or housing background.
  • Knowledge of JSP 375 Safe Systems of Work.
  • A construction related building professional qualification e.g HND Building Services
  • Experience in contracting through Frameworks e.g. Crown Commercial Services

  • Ability to establish and maintain effective relationships with MOD stakeholders and Industry Partners and gain their trust and respect.
  • Ability to problem-solve, solution oriented.
  • Solution focused, looks for pragmatic and achievable solutions to challenges, takes initiative to resolve issues and improve delivery.
  • Always act with integrity and in the best interests of DIO Accommodation and the MOD
  • A Prince or AMP qualification is desirable but not essential. The successful candidate will be supported to gain an appropriate Project Management qualification within 18 months.

To note - The future delivery model for this team is currently under review and may change as part of potential organisational developments. This could include the team or function transferring to a different employer or organisational structure in the future. Should activities transfer out of the Ministry of Defence existing employees transferring with those activities will maintain the same or substantially the same terms and conditions of employment.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
