EY Parthenon’s Infrastructure Advisory practice advises public and private sector clients on transactions and broader financial, strategic, and commercial advice mainly related to infrastructure projects and programmes. We support government and private sector clients on tackling some of today’s biggest challenges including decarbonising the economy, driving economic growth and promoting inward investment by advising on the UKs largest infrastructure programmes.
We are focused on growing our practice in response to the UK’s infrastructure and utilities investment agenda, including major Government-led programmes, regulated infrastructure, and water-sector alternative delivery models such as DPC and SIPR.
We are looking for a Director with strong project finance, transaction and regulated infrastructure experience to help lead our growth in project finance and water transactions.

Your key responsibilities
- Leading dynamic and multi-disciplinary teams on major infrastructure, project finance and water-sector transactions to deliver high-quality financial, commercial and strategic advice
- Building, owning and expanding trusted senior relationships with clients, funders, investors, regulators and delivery partners
- Bringing senior judgement to regulated infrastructure models, including RAB, DPC, SIPR-style frameworks, concession structures and availability/payment mechanisms
- Overseeing and challenging complex financial models, including financing structures, affordability, value-for-money, sensitivity and scenario analysis
- Advising public and private sector clients on financing strategy, commercial structure, risk allocation and market engagement
- Advising sponsors and bidders on procurement strategy, bid evaluation, commercial positions and financing deliverability
- Developing and delivering debt and equity competition processes (in the private finance and regulated finance sectors), lender engagement, assessment criteria, market sounding, term sheet development and financing documentation negotiation
- Building and maintaining a high-quality opportunity pipeline, leading priority pursuits and taking accountability for converting opportunities into sustainable revenue growth
- Contributing to thought leadership and market positioning on private finance, regulated infrastructure and major transactions

Skills and attributes for success
What we look for
- Deep understanding of project finance and privately financed infrastructure, including debt/equity structures, risk allocation, procurement models and investor/lender requirements
- Strong understanding of UK infrastructure and utilities markets, including water, regulated asset models, DPC/SIPR, RAB, PPP/concession and availability-based structures
- Ability to lead complex client engagements, manage senior stakeholders and make sound commercial judgements
- Ability to interpret complex financial analysis and challenge modelling outputs to support strategic client decisions
- Strong business development capability, including origination, proposal leadership and conversion of opportunities
- Strong team leadership, coaching and project management capability
- High-quality written and verbal communication, including board-level reports and senior stakeholder presentations
- The ability to thrive in a flexible working environment as part of a diverse and dynamic team
- Significant experience leading or playing a senior role in project finance, infrastructure transactions, regulated utilities, water transactions or major infrastructure procurement
- Demonstrable experience advising senior clients on financing strategy, commercial structure, procurement, market engagement or bid evaluation
- Excellent financial skills, including a deep understanding of corporate finance relating to project finance and regulated structures
- Strong understanding of debt and equity financing, lender/investor requirements and transaction execution
- Excellent communication skills, both verbal and written
- High degree of personal drive and motivation to enhance your knowledge and succeed
- The ability to build and maintain relationships with team members, organisations and clients
- Ability to lead teams and manage multiple workstreams through complex transaction processes
