Job Description
The Director of Commissioning - Europe
The Director of Commissioning - Europe manages the utilisation, growth, and development of professionals within the Commissioning discipline, including Commissioning Managers, Commissioning Engineers, Quality Specialists, and Critical Environment (CE) Commissioning personnel. This role ensures the consistent delivery of safe, reliable, and high-quality commissioning services across all European projects and operations.
Responsibilities
- Be Responsible and Accountable for the European Commissioning discipline.
- Ensure consistent, high-quality commissioning deliverables through governance, QA/QC reviews, technical audits, and standardised execution practices.
- Support business development activities through technical expertise, client engagement, proposal generation, and resource planning.
- Possess deep technical proficiency in mission critical commissioning, integrated systems testing (IST), startup and turnover processes, and commissioning best practices.
- Support strategic company initiatives focused on operational readiness, reliability, safety, sustainability, and digital transformation.
- Act as the Subject Matter Expert (SME) for commissioning processes, standards, methodologies, and industry best practices.
- Ensure adherence to global commissioning procedures, industry standards, safety requirements, and client-specific commissioning specifications.
- Drive consistency of commissioning practices across Europe while aligning with global standards and objectives.
- Coordinate with Regional Senior Directors, Operations Directors, Project Directors, and Proposal Managers to determine commissioning scope, cost, complexity, planning, and scheduling requirements.
- Assign appropriate commissioning personnel to ensure efficient and effective project delivery.
- Define commissioning execution strategies, testing methodologies, documentation requirements, and turnover processes.
- Estimate work hours, staffing requirements, and commissioning resources for project pursuits and active engagements.
- Ensure quality, accuracy, consistency, timeliness, and compliance of all commissioning deliverables with company procedures and client expectations.
- Develop a strategic business plan for the Commissioning discipline aligned with long-term company growth objectives throughout Europe.
- Lead Commissioning Communities of Practice to advance standards, lessons learned, innovation, and best practices.
- Liaise globally with other Commissioning Directors to ensure consistent methodologies and standards across all regions.
- Drive adoption of innovative technologies, digital commissioning platforms, data analytics, automation tools, and reporting systems to improve efficiency and quality.
- Maintain relationships with key industry bodies, clients, contractors, and technology partners.
- Lead recruitment, professional development, performance evaluations, succession planning, and retention initiatives for commissioning personnel.
- Plan and schedule work to ensure effective utilisation of personnel, tools, and resources.
- Serve as the technical authority for commissioning reviews, vendor management, subcontractor oversight, and quality assurance activities.
- Conduct capability assessments to identify skill gaps and implement training, mentoring, and recruitment strategies.
- Review productivity, financial, and quality performance metrics to drive continuous improvement.
- Participate in business development activities, client presentations, and strategic pursuits across Europe.
- Contribute technical content and commissioning strategies for proposals, bids, and presentations.
- Support project delivery through expert guidance on commissioning planning, startup, functional performance testing, integrated systems testing, and operational readiness.
- Ensure the quality of all commissioning documentation, including commissioning plans, scripts, test procedures, deficiency tracking, and final turnover packages.
- Collaborate closely with design, construction, operations, quality, and client teams to ensure seamless project execution.
- Lead risk assessments associated with commissioning activities, including system readiness reviews, FMEA, constructability reviews, and operational risk mitigation.
- Promote a strong culture of safety and ensure compliance with all company, client, and regulatory health and safety requirements.
- Travel to project sites, offices, and client locations throughout Europe to support business and project objectives.
- Support organisational change initiatives and ensure successful implementation of new processes, technologies, and operational strategies.
- Understand and promote the Springtide's Vision and Values.

Line of Report
The Director of Commissioning - Europe reports to the Senior Director of Design.
The Senior Director of Design reports to the Global CEO.
Regional Commissioning Managers, Associate Directors of Commissioning, and Senior Commissioning Managers report to the Director of Commissioning - Europe.
Qualifications & Requirements
REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE
- Extensive experience leading commissioning programs for mission critical facilities, data centers, or complex infrastructure projects.
- Proven ability to plan, organise, supervise, and coordinate large-scale commissioning operations across multiple countries and projects.
- Strong leadership, communication, analytical thinking, and structured problem-solving skills.
- Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related discipline, or equivalent experience.
- Expert knowledge of commissioning processes, startup procedures, integrated systems testing, turnover management, and operational readiness.
- Strong understanding of mission critical infrastructure systems including electrical, mechanical, controls, BMS, EPMS, and life safety systems.
- Experience developing commissioning plans, test scripts, procedures, reports, and client-facing documentation.
- Demonstrated ability to manage client relationships, stakeholder engagement, and multidisciplinary teams.
- Strong commercial awareness with experience supporting proposals, budgeting, forecasting, and resource planning.
- Demonstrated success in developing inclusive, collaborative, and high-performing teams.
- Proven ability to lead organisational change and drive continuous improvement initiatives.
- Ability to work effectively with design, construction, operations, quality, and client teams throughout the project lifecycle.
- Willingness and ability to travel extensively throughout Europe as required.
