Role Title: Director of Finance, Risk & Corporate Services
Salary: £115,000 per annum (FTE). Part Time: 0.6 FTE required, salary will be pro-rate
Contract: Full-time, Fixed Term until September 2027 (or such later date as required to support event close down and final funder reporting)
Location: Hybrid (home working and regular travel throughout the UK as required)
About Grand Depart GB 2027
In 2027 the UK will host the Grand Départ of both the Tour de France and the Tour de France Femmes avec Zwift. This will be the first time in history that both races have departed from the same country outside of France.
A Special Purpose Vehicle (SPV), Grand Depart GB 2027 Ltd, has been established to oversee delivery of the events and manage significant public funding provided by DCMS, Scottish Government, Welsh Government and UK Sport.
Grand Depart GB 2027 Ltd is a Joint Venture between UK Events Ltd (UKEL), the major events subsidiary of UK Sport, and British Cycling. British Cycling will deliver key operational functions, community programmes and event services on behalf of partners. The Company is responsible for governance, assurance and oversight of delivery.
The Role
Reporting to the Managing Director, the Director of Finance, Risk & Corporate Services will be responsible for ensuring the highest standards of financial stewardship, governance, accountability, corporate control and organisational assurance across Grand Depart GB 2027 Ltd.
The postholder will lead all aspects of finance, funding compliance, audit, procurement, insurance, risk management and corporate governance, ensuring effective management of significant public investment and compliance with all funding agreements.
The role will also jointly oversee programme management and organisational reporting arrangements, managing key relationships with principle stakeholders, ensuring the Board, funders and partners receive timely, robust and accurate information to support decision making.
The postholder will act as the organisation's lead advisor on financial matters and will play a critical role in ensuring the event is delivered within budget, in accordance with funding conditions and with appropriate risk management arrangements.

Key Responsibilities
Financial Leadership
- Lead development and management of the Company's overall budget and long-term financial plans.
- Oversee financial forecasting, cashflow management and scenario planning.
- Ensure the production of accurate management accounts and financial reports by the Finance Team in British Cycling.
- Provide strategic financial advice to the Managing Director and Board.
- Oversee financial controls and governance arrangements.
- Ensure statutory reporting and regulatory requirements are met by the Finance Team in British Cycling.
Government Funding & Compliance (Shared Responsibility)
- Responsible for all financial reporting to the Government partners and Funders Group, managing the relationships with these key stakeholders
- Ensure full compliance with all Government Funding Agreements.
- Oversee grant claims, funding returns and compliance reporting.
- Lead funding assurance exercises and financial reviews.
Risk, Governance & Assurance
- Own and maintain the organisation's strategic Risk Register.
- Lead risk management processes and organisational assurance activities.
- Support the Audit & Risk Committee and attend meetings as lead officer.
- Coordinate all internal and external audit activities.
Procurement & Contract Management
- Oversee and assure procurement governance and compliance.
- Oversee major supplier contracts and procurement processes.
- Ensure procurement activity delivers value for money and transparency.
- Monitor supplier performance and contractual risk.
Insurance & Corporate Services
- Lead the development and management of the event insurance programme.
- Manage relationships with brokers and insurers.
- Oversee claims management and risk transfer arrangements.
Programme Management Office (Shared Responsibility with Director of Strategic Partnerships)
- Work with the PMO to ensure effective programme controls, financial reporting, milestone tracking, risk escalation, assurance and Board reporting.
- Monitor programme risks, dependencies and escalations.
- Contribute to monthly programme reporting and Board assurance processes.
- Ensure consistency and quality of information provided to funders and the Board.

Person Specification
Essential Experience In
- Advanced financial planning, forecasting and budgeting capability.
- Strong understanding of financial controls, statutory reporting and audit requirements.
- Ability to interpret complex financial information and provide strategic advice.
- Overseeing large-scale public funding and grant management.
- Operating at Director or Executive level.
- Supporting Boards and Board Committees.
- Governance, audit and risk management.
- Overseeing procurement and contract management processes.
- Operating within complex multi-stakeholder environments.
Essential Qualifications
- Qualified Accountant (ACA, ACCA, CIMA, CIPFA or equivalent).
- Significant post-qualification experience.
