Director of Network Impact
Reporting To: Co CEOs
Manages: Assistant Director of Quality and Safeguarding, Assistant Director of Network Development and Impact, Strategic Lead for Scotland
Location: Remote, with regular travel across the network, to meet with partners or attend events, and to our central office in Leicester for collaborative meetings and team activities.
Contract: Permanent
Salary: £82,000 per annum
Hours: Full time (36 hours per week, flexible).
Key Responsibilities
Strategic and Executive Leadership
- As a member of the Executive Leadership Team, contribute to the overall leadership, strategy, culture, performance and sustainability of Home-Start UK.
- Provide executive leadership for Network Impact, ensuring that Network, Practice and Volunteering Development, Learning and Engagement, Quality and Safeguarding, and Data, Insight and Impact operate as an integrated and high-performing function.
- Provide high-quality reporting, advice and assurance to the Trustee Board, Impact Committee and Executive Leadership Team on areas within Network Impact remit.
- Lead the directorate’s contribution to organisational strategy, business and resource planning, budgeting, risk management and performance reporting.
- Model collective leadership across HSUK, working collaboratively with other Directors and the wider Leadership Team to ensure strong cross-organisational alignment, communication and accountability.
- Build strong relationships with network leadership and ensure network voice and insight shapes Home-Start UK’s strategic development and delivery, co-leading the network Strategic Reference Group and further embedding shared governance and co-production in our ways of working.
Quality, safeguarding and assurance
- Set the strategic direction for ongoing delivery of a robust and supportive programme of quality assurance and policy development for the Home-Start network.
- Ensure the Home-Start Handbook and Agreement, which provide the legal underpinning for how our federation operates, are actively implemented and understood across the network, with a robust review cycle in place.
- Act as Strategic Safeguarding Lead for Home-Start UK and provide oversight of work to ensure strong safeguarding culture, policy and practice across the network.
- Provide strong oversight of reportable incidents, safeguarding concerns and disputes to ensure they are managed robustly, sensitively and in line with policy and governance requirements.
- Ensure learning from quality assurance, safeguarding, reportable incidents, complaints, disputes and network support informs strategic planning and risk management.

Strengthening and sustaining the Home-Start network
- Lead Home-Start UK’s strategic work to strengthen the sustainability, resilience and impact of the Home-Start network.
- Ensure local Home-Starts are supported to operate safely, sustainably and effectively, targeting support to strengthen leadership, governance and organisational resilience.
- Embed a data-driven approach to network health, ensuring risks and opportunities are identified, understood and acted on proportionately.
- Ensure Home-Start UK’s work with the network balances national consistency with local autonomy, recognising the diversity of Home-Starts and the contexts in which they operate.
Network development, learning and engagement
- Provide strategic oversight of an evidence-led and policy-informed programme of network development, learning and engagement.
- Set the strategic direction for strengthening and evolving Home-Start’s volunteering offer, to grow our communities of support nationally.
- Oversee work to enable high-quality family practice across the network, including in perinatal and infant mental health, father-inclusive practice, school readiness, multi-agency working, and inclusive, trauma-informed approaches.
- Oversee the strategic development of Home-Start’s learning and development offer, ensuring the Learning Centre and related platforms build the skills, confidence and capability of staff, volunteers and trustees across the network.
- Ensure learning is cultivated and shared across the network, celebrating innovation and turning promising practice into shared resources, guidance and support.
- Continually strengthen network communications and engagement so that local Home-Starts experience Home-Start UK as clear, accessible, responsive and enabling.
- Provide strategic oversight of the Scotland Strategic Lead’s work and wider nations and regions developments, ensuring these are aligned with Home-Start strategy, responsive to devolved contexts, and connected to wider network learning and engagement.

Data, insight and impact
- Oversee the strategic development of strengthened approaches to network health intelligence, impact measurement and family voice, to help Home-Start UK and local Home-Starts understand need, quality, reach, sustainability and impact.
- Build Home-Start UK’s capacity to elevate the voices of babies, children and families, to inform the design of services and influence for change.
- Ensure Home-Start UK uses data and evidence to demonstrate the impact of Home-Start’s support for babies, children and families, and the value of Home-Start UK’s work in supporting and enabling the network.
Strategic partnerships, Fundraising, income generation
- Develop and maintain partnerships with external organisations who can support us to strengthen and enhance network impact – whether research organisations, other charities or service providers.
- Contribute to Home-Start UK’s fundraising and income generation by shaping evidence-led propositions, strengthening the case for support, and ensuring delivery plans are credible, fundable and impact-focused.
- Work closely with Fundraising colleagues to identify opportunities, develop fundable programmes, support bids and steward partnerships where Network Impact expertise is central to delivery.
