VSM - Director of Operational Finance / Deputy Chief Financial Officer

Shift Pattern: Mon - Fri 37.5 Hrs/ Week

Salary: £90,000.00-£150,000.00 per year (Negotiable)

Key Job Responsibilities

Leadership

  • To lead and develop the finance directorate so that it provides the management of the Trust with the financial advice, information and expertise to enable the provision of the best possible standards of health and social care, within defined costs, timescales and resources.
  • To promote standards of professionalism within finance to ensure compliance with external standards and best practice and support the delivery of the finance function.
  • To recruit, deploy, develop, train, review and motivate staff to fulfil the function’s objectives, embedding a culture of continuous improvement.
  • To provide advice and support to the Chief Financial Officer and to all those carrying management responsibilities within the Trust. Ensure technical information is explained in a style appropriate for the user. To deputise for the Chief Financial Officer in their absence.
  • To operate as a visible member of the Trust’s senior leadership team, establishing a collaborative working network and contributing to the delivery of corporate strategy and organisational objectives. Share in the responsibility for excellent communication with finance and procurement staff, the wider Trust and outside agencies.
  • Provide advice and support to the Trust’s governance structures as required, including the Board of Directors, Finance and Performance Committee and Audit Committee.
  • To engage with the national One NHS Finance programme and lead implementation in their functional areas.

Financial Services

  • Lead and direct the Assistant Director of Financial Services and their team to ensure that they:
    • Provide comprehensive financial services to the Trust including production of budget proposals, development of effective budgetary control systems, the provision of accurate and timely information/advice and compilation of monthly management returns and end of year accounts for statutory and/or regulatory purposes.
    • Ensure financial services (Accounts Payable, Accounts Receivable, Treasury) strongly support the provision of complete and accurate information.
    • Achieve, insofar as possible, Better Payment Practice Code policy requirements.
    • Act as an intelligent customer of NHS SBS, to ensure the outsourced service meets the needs of the Trust.
    • Oversee the operation of bank accounts and the management of cash and investments.
    • Maintain a sound system of working capital management and cashflow forecasting, identifying and reporting risks with a focus on solutions.
    • Set stock control policies and ensures stock turnover levels are maintained.
    • Implement national policies relating to finance in a way which maximises the financial benefit and stability of the organisation.
    • Maintain internal financial control and demonstrates an expert working knowledge of IFRS and emerging policy changes, ensuring that senior staff are up to date with such, while providing specialist technical support to other finance staff.
    • Demonstrate an up-to-date knowledge of UK taxation relating to Health Organisations.
    • Review and maintain SFIs and internal financial control procedures to ensure these operate as designed and provide appropriate levels of assurance on accuracy, completeness, timeliness and counter-fraud measures.
    • In conjunction with Internal Audit, conduct reviews to ensure that the financial control environment is operating effectively.
    • Ensure that operational financial risks and opportunities are identified and properly validated and responded to.

Financial Management

  • Exercise your expert & professional judgement in the interpretation of the financial information and give advice to the Chief Financial Officer and Board committees based on that judgement on action being taken to resolve issues and whether any further action is needed.
  • Lead and direct the Assistant Director of Financial Management team, to:
    • Deliver hands-on training, and provide support to all those with budgetary responsibility, to ensure that they can effectively exercise control.
    • Coordinate the preparation of the Trust’s annual budget for presentation in a clear and concise manner to the Trust Board prior to the start of the financial year.
    • Ensure policies and procedures are in place for sound budgeting, forecasting, monitoring and management of the Trust’s outturn, cash position and statutory financial responsibilities.
    • Ensure that annual budgets are prepared and agreed ahead of the start of the financial year, based on the Trust’s Operational Plan.
    • Support the annual corporate financial plan, translating the Trust’s strategic objectives into clear, costed and assigned financial targets to fully meet the requirements of the annual financial plan.
    • Prepare reports to the Board and Trust’s managers to an agreed timetable on all key financial performance indicators, with clear, concise and action-oriented information and insights, supported by a suite of ‘lead indicators’ to give confidence in financial forecasts.
    • Ensure that appropriate action is taken to address areas of poor performance.
    • Ensure a high level of consistency and correlation between financial reporting and other data sources, including activity, performance and workforce.
    • Ensure compliance with statutory and other financial duties and responsibilities including driving value for money.
    • Take responsibility for the production and submission of all financial and information statutory and non-statutory returns, including annual accounts, to the Department of Health and NHS Improvement and other agencies by their relevant deadlines.
    • Develop and implement effective and innovative ways of producing information for budget holders, educating those who commit resources to promote the most effective use of resources in line with the needs of the service.
    • Appraise current and forecast outcomes of operational strategies and report on financial performance to the Board and stakeholders and regulators as appropriate.
    • Work with the Trust’s external auditors and to ensure ‘clean’ audit opinions and the timely implementation of any audit recommendations.

Procurement

  • Advise the Chief Financial Officer on procurement matters. Represent the Trust on procurement. Be responsible for finance, equipment and other resources.
  • Lead and direct the Assistant Director of Procurement and Supply Chain and their team to:
    • Develop the Trust’s Procurement Strategy.
    • Develop the operational work programme of the procurement function, ensuring a strong focus on value, good clinical engagement and excellent performance against Model Hospital metrics, while exploring strategic avenues for closer collaboration and value across the ICS.
    • Ensure arrangements are in place to monitor value for money and track the achievement of procurement savings.
