Functional Specialist – Healthcare Assessor
Company Description
Discover a new pathway in healthcare with a distinctive role as a functional specialist at Capita Health Assessment Advisory Service (HAAS).
If you’re a registered mental nurse (RMN), registered nurse from Ireland (RNLD), registered general nurse (RGN), occupational therapist, physiotherapist, or paramedic, you can leverage your clinical skills in a new capacity. We provide impartial, detailed assessments—whether over the phone, via video calls, or in-person at our centres or claimants' homes—for the government’s disability allowances, including Personal Independence Payment (PIP).
Role Overview
As a functional specialist, you’ll conduct unbiased health and care assessments to support the Department for Work and Pensions (DWP) in pivotal decision-making about individuals’ eligibility and needs. This role enables healthcare professionals to reduce direct patient care while expanding their expertise in evaluation, evidence interpretation, and report writing—perfect for those seeking greater variation in their career.

Key Responsibilities
Assessment and Evaluation
- Conduct initial reviews—aper-based, face-to-face, or remote (video/telephone)—to determine how a claimant’s health condition or disability impacts their daily life.
- Observe and record an individual’s ability to perform essential activities.
- Gather and analyse clinical evidence, ensuring accuracy and relevance.
Reporting and Decision Support
- Compile detailed 3,000–4,000-word reports for up to three claimants daily, providing substantial evidence to support DWP decisions.
- Guarantee thorough justification for your recommendations to ensure fairness and compliance.

Requirements
Essential Criteria
- At least one year’s post-registration experience as a nurse (RMN/RNLD/RGN), occupational therapist, physiotherapist, or paramedic.
- Full registration with a UK regulatory body (NMC, HCPC, or similar) without restrictions or expiry conditions, including a valid Professional Registration Number (PIN).
- Outstanding communication and observational skills, with a capacity to empathise, actively listen, and explore complex situations.
- Ability to work efficiently, meet strict reporting deadlines, and achieve performance targets.
- Proficiency in IT systems and Microsoft Office, including remote access to secure platforms.
- A valid UK driving licence or reliable transport for mobile/duty-based travel to assessment locations.
Security & Vetting
All successful candidates must complete Government Baseline Personnel Security Standard (BPSS) vetting, which includes:
- An enhanced criminal background check (spent and unspent convictions disclosed). This role is subject to the Safeguarding Vulnerable Groups Act 2006 and is not covered by the Rehabilitation of Offenders Act 1974.

Additional Information
Working Arrangements
- A standard 37.5-hour working week (7.5 hours per day) with flexible hours after training (falling between 8am–8pm).
- Hybrid model: primarily remote with scheduled in-person sessions at your designated assessment centre.

Capita operates two HAAS contracts: one covering the Midlands and Wales for the DWP, and another in Northern Ireland for the Department for Communities (DfC). Our service streamlines assessment processes for:
