As this vacancy is currently being advertised internally, it is open to Police Staff, Volunteers, Specials, or Police Officers who are due to retire within the next four weeks. Should the vacancy be advertised externally in the future, agency/contract workers and casual workers will then be eligible to apply. All recruitment is delivered in line with our Recruitment Policy. Therefore, Police Staff on the alternative employment register (AER) will be prioritised ahead of any other candidates.
The dedicated disclosure team has full oversight of all disclosure requests summited where covert assets have been utilised in an investigation. Officers within the disclosure team are responsible for managing all such disclosure requests ensuring that the department’s disclosure obligations are properly discharged.
The team has responsibility for disclosure in both the criminal and civil arena. We work in partnership alongside other departments and partners including the Crown Prosecution Service.
The post is subject to successful completion of vetting to SC (Enhanced).
Key Responsibilities:
- Examining and registering disclosure requests on a database
- Review the associated case paperwork to understand the case to identify material originating from the department.
- Identify relevant Court dates by liaising with internal teams and the Crown Prosecution Service to establish time parameters.
- Examine intelligence related material and prepare disclosure schedules.
- Liaison with the internal and external partners including the CPS Prosecutor and Prosecution and Disclosure Counsel throughout the criminal justice stage to ensure documents are up to date at all times and the disclosure test continues to be met.
- Management of the review of unused material in response to Defence Case Statements.
- Delivering Disclosure Schedules. Disclosure Officer Reports and responses to matters raised within deadlines set by the CPS Prosecutor/Court.
- Attendance at Case Conferences as required.
- Support and advise other staff on all areas of disclosure work including parole hearings and civil matters.
- Any other duties commensurate with the role.
- Core duties are between office hours Monday to Friday but flexibility is essential.
Essential Skills:
- Proven experience of ability to research and analyse information.
- Be able to provide concise and accurate written reports, present data and form conclusions based on the information found.
- Demonstrate highly effective interpersonal communication skills: including verbal and written skills. The post holder will be articulate, methodical, conscientious and concise.
- Work effectively with minimum supervision whilst remaining team focussed. Ability to work under pressure, prioritise workloads and produce accurate work within tight deadlines.
- Ability to operate with the highest standards of integrity, discretion, confidentiality and aptitude to manage highly sensitive information within the Government Security Classification (GSC) and Security Policy Framework (SPF).
- Knowledge of the Criminal Procedure and Investigations Act (CPIA), the National Intelligence Model (NIM) and NPCC Guidance on the Management of Police Information (MOPI).
- Knowledge of police systems and policing; current legislation, policies and procedures (e.g. GDPR, Human Rights Act).

Desirable Skills:
- Experience of working within a covert intelligence role.
- Experience of working in an intelligence/information field.
- Experience of working with sensitive products and knowledge of sensitive and highly sensitive material, CPIA 1996.

Vetting: Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
