We are Hiring: Disrepair Surveyor – Expert Witness Location: Hackney, London Contract: Temporary / Interim Rate: £480 per day Umbrella
Role Overview
Hackney Council is seeking 4 experienced Disrepair Surveyors to support its Housing Disrepair Team. The role involves technical inspections, expert witness reporting and management of complex housing disrepair, damp and mould cases across the council’s social housing portfolio.
Key Responsibilities
- Conduct housing disrepair and CPR 35 inspections and prepare compliant expert reports.
- Investigate damp, mould, ventilation and complex building defects.
- Prepare repair specifications, Bills of Quantities and remedial solutions.
- Manage reactive repairs and capital works through to completion.
- Apply HHSRS, Awaab’s Law, CDM, COSHH and relevant housing legislation.
- Support legal teams, insurers and claims assessments.
- Engage effectively with residents, contractors and internal stakeholders.

Essential Requirements
- 2+ years’ experience in housing disrepair surveying.
- Proven Expert Witness / CPR 35 experience.
- Strong knowledge of HHSRS and housing disrepair legislation.
- Experience investigating damp, mould and building defects.
- HNC Building Studies / Construction or equivalent.
- Membership of RICS, CIOB, CABE, CIEH or IOSH desirable/required.
- Strong technical reporting, communication and case-management skills.
