Divisional Transformation Director - UK&E
Location: Ideally London or Hook, with flexibility for exceptional candidates elsewhere in the UK. Regular travel to Serco sites will be required.
The Role
The Divisional Transformation Director is accountable for establishing, leading, and continuously evolving UK&E's Portfolio & Delivery Function, creating an enterprise-wide capability that enables the successful delivery of strategic transformation, mobilisation, operational improvement, and growth initiatives.
Operating as a senior leader across UK&E, this role is responsible for translating strategic priorities into an integrated portfolio of change, ensuring investment decisions, resources, and delivery activity are aligned to business objectives and measurable outcomes.
As the Divisional Transformation Director, you will shape and lead how UK&E prioritises, governs, and delivers major transformation, spanning portfolio management, programme delivery, business change, assurance, and benefits realisation. You will create greater consistency, visibility, and delivery confidence across a diverse and highly matrixed organisation, ensuring strategic initiatives are aligned to business priorities and deliver measurable outcomes.
Working closely with the UK&E Executive Leadership Team, Business Unit leaders, and functional stakeholders, you will establish common standards, strengthen delivery confidence, provide independent challenge and assurance, and build a sustainable transformation capability that enhances organisational performance and supports long-term growth ambitions.
Key Responsibilities
- Lead the implementation and ongoing development of the UK&E Portfolio & Delivery Function, establishing a scalable enterprise capability that supports strategic delivery across the region.
- Establish and develop a divisional transformation Centre of Excellence, creating common standards, governance, methodologies, and ways of working across transformation and delivery disciplines.
- Maintain an enterprise-wide view of the UK&E transformation portfolio, shaping prioritisation, investment, resource allocation, and delivery activity in line with strategic business objectives.
- Lead strategically significant transformation programmes and organisational change initiatives, overseeing delivery through to adoption, benefits realisation, and sustainable business outcomes.
- Establish and embed enterprise-wide standards, governance frameworks, delivery methodologies, and assurance processes that improve consistency, transparency, and delivery performance.
- Build and lead a high-performing transformation profession, developing capability, career pathways, and communities of practice across portfolio, programme, mobilisation, transition, and business change disciplines.
- Provide independent challenge, assurance, and executive insight to major programmes, supporting informed decision-making and strengthening delivery confidence across UK&E.
- Support strategic bids, growth opportunities, and major mobilisations by ensuring robust transformation, implementation, and delivery approaches are embedded from inception.
- Drive continual improvement in portfolio performance, resource utilisation, benefits realisation, and organisational capability, reducing the cost of failure and improving the effectiveness of change delivery across UK&E.
- Work across Business Units and functions to create alignment on priorities, accountabilities, and ways of working, influencing senior stakeholders in a highly matrixed environment.

About You
You will be an accomplished enterprise transformation leader with significant experience leading portfolio, programme, transformation, or delivery functions within large, complex, and highly matrixed organisations. You will bring a proven track record of establishing operating models, building organisational capability, and leading large-scale transformation that delivers measurable strategic and commercial outcomes.
Equally comfortable shaping board-level strategy and overseeing execution, you will possess the credibility, influence, and judgement required to engage senior stakeholders, challenge constructively, and lead through complexity. You will also have experience creating alignment across federated or matrixed organisations, influencing senior leaders and business units without relying solely on direct authority. Experience within government services, outsourcing, regulated industries, or complex operational environments will be highly relevant.
You will also bring:
- Proven success establishing Centres of Excellence, governance frameworks, and enterprise delivery standards.
- Strong experience building or transforming enterprise portfolio, programme, transformation, or delivery functions.
- A track record of leading organisational change, operating model transformation, and large-scale business improvement initiatives.
- Expertise across portfolio management, programme delivery, business change, mobilisation, governance, assurance, and benefits realisation.
- Experience delivering complex change spanning people, process, technology, and data.
- Strong commercial awareness with the ability to balance strategic ambition, operational delivery, and value creation.
- The ability to operate effectively across complex stakeholder groups and influence at Executive Leadership Team level.
