Purpose of the Role
The Domestic Abuse Case Manager will work directly with individuals who present a risk of domestic abuse, including repeat and serial perpetrators. The role is focused on reducing risk, improving the safety of victims and children, increasing accountability and supporting sustainable changes in behaviour.
The Case Manager will undertake structured and purposeful work with service users, coordinating a multi-agency response involving police, probation, victim services, housing, health, social care, substance misuse services and other relevant partners.
Each service user will have an individual case management and intervention plan combining support, challenge, behaviour-change activity and, where necessary, disruption. Victim safety must remain central to all assessment, planning and decision-making.
Key Responsibilities
- Manage a caseload of domestic abuse perpetrators from referral through to closure, ensuring that work is timely, purposeful and focused on reducing risk.
- Complete comprehensive assessments of risk, need, responsivity, attitudes, behaviour and readiness to change.
- Develop, implement and regularly review individual case management plans that address both abusive behaviour and the wider factors associated with risk.
- Deliver structured one-to-one interventions using motivational interviewing, professional curiosity, constructive challenge and evidence-informed behaviour-change approaches.
- Support service users to understand the nature, pattern and impact of their abusive behaviour, including the impact on victims, children and wider family members.
- Challenge minimisation, denial, victim-blaming and other attitudes that may contribute to continued abuse.
- Identify barriers to change, including substance misuse, mental ill-health, housing instability, financial pressures, unemployment and social isolation, and coordinate appropriate support.
- Maintain a clear focus on accountability, ensuring that support needs are addressed without excusing or minimising abusive behaviour.
- Work closely with IDVAs and other victim-support professionals so that the experience and safety of victims informs risk assessment, case planning and review.
- Ensure that actions taken with a perpetrator do not inadvertently increase the risk faced by victims or children.
- Develop and coordinate disruption activity where engagement is unsuccessful, unsafe or insufficient to manage the identified risk.
- Share relevant intelligence and work with police, probation and partner agencies to support enforcement activity, protective orders, bail conditions and other risk-management measures.
- Attend and contribute to MARAC, MATAC, MAPPA, safeguarding meetings, perpetrator panels and other relevant multi-agency forums.
- Provide clear, evidence-based information about risk, engagement, behaviour, progress and recommended actions.
- Act as a consistent point of contact for professionals involved in the case and challenge partner agencies constructively where further action is required.
- Make appropriate safeguarding referrals and ensure that the welfare of children and vulnerable adults is considered throughout the case.
- Maintain accurate, timely and defensible case records in line with organisational, contractual and data-protection requirements.
- Participate in case supervision, clinical supervision, reflective practice, quality assurance and audit activity.
- Contribute to performance monitoring, outcome reporting, evaluation and the continued development of the service.
- Work in accordance with Red Snapper Managed Services policies, relevant service specifications, safeguarding procedures and recognised domestic abuse practice standards.

Applicants should have professional experience in domestic abuse, probation, criminal justice, offender management, safeguarding, social work, housing, substance misuse, mental health or another relevant field.
They must be able to assess and manage complex risk, recognise patterns of coercive control, stalking, post-separation abuse and repeat offending, and make defensible decisions where information may be incomplete or conflicting.
Applicants should have experience of direct work with individuals who may be resistant, ambivalent, manipulative or difficult to engage.
Strong interviewing, motivational, professional curiosity and constructive-challenge skills are essential.
Applicants must understand that effective perpetrator work is centred on improving the safety of victims and children.
They should be able to work closely with victim services while maintaining clear professional boundaries and appropriate information-sharing arrangements.
Strong partnership-working skills are required, together with the confidence to represent the service in meetings involving police, probation, social care, health and specialist domestic abuse agencies.
Applicants must be able to manage a demanding caseload, maintain high-quality records, prioritise competing risks and work independently while making effective use of supervision.
A relevant qualification in probation, social work, criminal justice, psychology, counselling, safeguarding or a related discipline would be desirable. Equivalent relevant experience will also be considered.
The role will be subject to appropriate vetting, including an enhanced DBS check. Regular travel across the contract area will be required.
