Job Description Summary:
This is a Full Time Permanent Position
This team works closely with DA services, Assessments & Advice, and Allocations Teams, as well as other teams within the Housing Access service as required.
This role will involve administrative work for the teams within Domestic Abuse Housing Hub, which may include invoicing, document management, and supporting with casework for DA Housing Hub Officers. Therefore, good interpersonal skills are required for this role.
ROLE AND PURPOSE
The Domestic Abuse Housing Hub Agent will deliver high quality and empathetic ‘front door’ to the Domestic Abuse Housing Hub, within the Housing Access Service, supporting the provision of a specialist homelessness and housing options service to individuals experiencing domestic abuse.
They will be the initial contact point for customers and partners who contact the Housing Access Service for homelessness and rehousing advice where domestic abuse is a factor, giving good quality advice and ensuring that the appropriate course of action is identified and taken with their case within agreed protocols in order to prevent homelessness occurring.
The Housing Access Service is a multi-disciplinary service which is the front door service to access housing in the city. It provides a comprehensive housing advice and options service designed to prevent homelessness and rough sleeping, help customers find realistic and sustainable housing solutions which meet their needs from a range of options and allocate available council homes in a timely way.

PRINCIPAL ACCOUNTABILITIES:
- Provides a professional, empathetic and high-quality service in response to customer approaches for advice and assistance which may be in person, over the phone, in writing or via IT systems. They will be the first point of contact for customers contacting the team for homelessness or rehousing advice and assistance who will be experiencing domestic abuse, including those who will be very distressed, in crisis situations, experiencing trauma, multiple disadvantage and those difficult to engage with.
- Makes a preliminary assessment of the customers’ needs and circumstances and decides on the appropriate action for their case in accordance with agreed protocols. This will include (but is not limited to) information gathering, giving early homelessness advice with handover to the Domestic Abuse Housing Hub Officer, prioritising those needing temporary accommodation as appropriate and advising customers in accordance with legislation policies and agreed protocols. This may require work to be carried out in a range of settings including council offices/access points, customers’ homes, voluntary sector agencies and other community settings.
- Provides initial advice and practical assistance to customers to support the Domestic Abuse Housing Hub Officers with their caseload. This may include (but is not limited to) assisting customers to make a housing application where they cannot do it themselves, making an initial assessment of their housing application onto the housing list, assisting customers with bidding, supporting them to register and search for a mutual exchange or register onto other providers’ housing lists, and linking in with wider Housing Access and Neighbourhoods & Housing colleagues to explore potential housing solutions in accordance with agreed protocols.
- Ensures that any potential barriers to accessing accommodation are identified and customers are supported to address these at the outset to prevent problems later down the line. This may include carrying out pre-tenancy and affordability checks before priorities are awarded and signposting to benefit maximisation advice.
- Supports the Multi-Agency Risk Assessment Conference (MARAC) process. This may include (but is not limited to) carrying out the background checks to a case, liaising with Housing Management and other colleagues as appropriate, recording appropriate information on systems in accordance with agreed protocols and following up on agreed actions.
- Maintains a good working knowledge of policies, procedures and trends in order to carry out their role effectively and give good quality advice to customers.
- Administers their workload efficiently ensuring accurate and professional information is recorded on systems as appropriate. Contributes to the collection of statistics to feed into performance management activity and ensures that the required information is fed back to government via CORE (lettings information) and HCLIC (homelessness).
- Prioritises their own workload and also collaborates with their team to identify pressure points and agree and contribute to team priorities, to meet the demands of the service and ensure targets are met.
- Carries out all stock monitoring and ordering for the teams’ specific requirements, such as mobile phone stock, safety planning leaflets, ordering and arranging payment for temporary accommodation and any other administrative support as required by the team.
- Mentors new starters to the service as deemed appropriate.
- To promote and safeguard the welfare of children, young people and/or vulnerable adults.
- The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
