Job Description

Fixed Term until 31/03/2027

The post is subject to home office national funding which is secured on a yearly basis. This funding has been secured, uninterrupted for a number of years.

SWROCU Northern Hub, Bristol, near BS34 6PY or SWROCU Southern Hub, Exeter, near to EX2 7HQ

This role is fixed location with manager’s discretion to work from home. It has dual responsibility for covering Tarian (South Wales ROCU) and there is an expectation to travel to this region in duty time to carry out requirements of the role.

Existing South West police force officers are not applying to join Avon and Somerset Constabulary. You will be seconded to SWROCU in line with the Joint Services Agreement and will remain on your home force terms and conditions. This recruitment platform is hosted by Avon and Somerset Constabulary.

Role Description

Western Balkan Serious Organised Crime is of national interest, with networks dominating the supply of cocaine into the UK and then subsequently groups controlling cannabis farms, class A drugs and illegal migration. We are looking for an enthusiastic Detective Sergeant to become a subject matter expert and lead in the co-ordination at Force and Regional level. You will also have the opportunity to work within a national network of SMEs and influence the delivery at a national level.

You will build your knowledge around the WB OCGs operating in Regional Forces and support them in their understanding and development of crime groups in their area. You will work closely with your ROCU and partners to coordinate activity within tasking groups and seek to find best practice around disrupting the OCGs.

This is a challenging role and requires you to have a passion around organised crime; with an understanding around illicit finance, illegal migration, drugs and human trafficking. We are looking for someone who has experience within either investigations or intelligence, but who is also able to consider the impact of SOC within local communities and how a holistic 4P strategy can disrupt SOC at all levels.

Main Duties and Responsibilities

  • Provide SME support around WB organised crime and community engagement within the Region
  • Support Forces in providing approved best practice to engage with WB communities.
  • Understand the OCGs that are operating within the Region and support the LROs and investigations with SME support or identify opportunities from within ROCU capabilities that may be able to assist
  • Identify opportunities that may exist within investigations, calls for service or organised crime groups to understand the upstream in offending
  • Support the Regional WB data collection to collate data from the Forces as part of the National data analysis
  • Support the National WB team in providing relevant upstream intelligence so that the National analyst can identify links at a National level
  • Support the NECC in delivering tactical advice around the WB financial strategy and in identifying opportunities to seize assets and identify opportunities for confiscation
  • Identify opportunities to fill intelligence gaps at a regional level by considering a regional intelligence collection plan and work alongside partners to increase levels of intelligence
  • Understand and work alongside key regional partners, including HMRC, DWP, GAIN and Immigration to identify opportunities in line with a 4P plan
  • Provide support to the WB TDG
  • To provide any additional support to the National WB network and ROCU line management as required

SWROCU is a collaboration of police officers and police staff from the five South West regional forces. We’re part of a national network of nine ROCUs covering England and Wales.

We have more than 20 capabilities that work to Pursue offenders, Protect and Prepare individuals and organisations, and Prevent people from engaging in serious and organised crime.

Our capabilities are here to advise, to assist, or to fully adopt investigations.

We work with local forces and national partners to target and disrupt criminals posing the greatest risk of Serious and Organised Criminality (SOC). This includes offenders involved in cyber threats, economic crime, drug conspiracies, modern slavery and human trafficking, and child sexual abuse and exploitation.

We’re looking for committed people with the right skillset – or ambition to develop that skillset – to join us. People who will thrive working on complex investigations with partners at a regional, national and international level.

Essential

Skills, experience and qualifications required

  • To carry out this role you must be a competent Sergeant, qualified to the rank.
  • PIP 2 Investigator and Supervisor or be working towards attaining PIP Supervisor accreditation.
  • A current valid full driving licence.

Desirable

  • An understanding of the principles and practices of Organised Crime Group Mapping (OCGM).
  • Experience of investigating and managing serious and organised crime in a multi-agency setting.
  • An understanding of the role of partnership working to combat serious and organised crime, in line with the Organised Crime Strategy.

South West Force Applications

Additional Information

Minimum retention period

Successful candidates will be expected to remain in post for a minimum of two years unless operational requirements dictate otherwise.

Vetting and safeguarding

This post is subject to a higher security clearance at MV and SC – Management Vetting and Security Clearance Level.

To be eligible to apply for this role you must have a five-year ‘checkable history’ in the UK – ideally this means that you would have been resident in the UK for the last five years.
