Job Title: DV Cleared PMO Consultant
Location: Cheltenham (3-4 days per week onsite)
Start Date: ASAP
Contract Length: Initial 12-month contract with strong extension potential
Rate: £40-£60 per hour (dependent on experience)
Security Clearance: Candidates must hold, or be willing and eligible to undergo, DV Clearance
Overview
We are seeking an experienced PMO Consultant to join a high-profile programme supporting critical government and national security initiatives.
This is an exciting opportunity to work within a complex and fast-paced delivery environment, providing PMO expertise across large-scale programmes and projects. You will play a key role in driving governance, controls, reporting, planning, financial management, and delivery assurance to help ensure successful project outcomes.
Working closely with programme leadership, project teams, and senior stakeholders, you will help establish and maintain best-practice delivery frameworks while supporting effective decision-making through robust reporting, analysis, and insights.
This role offers the opportunity to work on nationally significant programmes while developing your skills within a collaborative and forward-thinking environment.
Key Responsibilities
- Support the delivery of PMO services across complex projects and programmes, ensuring consistency, governance, and delivery excellence.
- Establish, maintain, and continuously improve project governance frameworks, controls, and reporting processes.
- Coordinate and support programme financial management activities, including forecasting, budgeting, cost tracking, and financial reporting cycles.
- Maintain and monitor programme risks, issues, assumptions, dependencies, and actions (RAID).
- Produce high-quality reports, dashboards, and management information to support informed decision-making.
- Support project planning, scheduling, resource management, and delivery tracking activities.
- Work collaboratively with programme managers, project managers, and senior stakeholders to ensure successful delivery against objectives.
- Facilitate governance forums, programme reviews, and stakeholder meetings.
- Drive continuous improvement initiatives to enhance PMO standards, processes, and delivery capabilities.
- Build trusted relationships with clients and stakeholders across all levels of the organisation.
- Mentor and support junior PMO professionals, contributing to team development and knowledge sharing.

Essential Skills & Experience
- Proven experience within a PMO, Project Support Office, Project Controls, or Programme Support environment.
- Experience supporting complex programmes and project delivery within structured PMO frameworks.
- Strong financial management experience, including forecasting, budget tracking, cost control, and reporting.
- Knowledge of project delivery methodologies, including Waterfall, Agile, and Hybrid approaches.
- Experience managing governance processes, reporting cycles, RAID logs, and performance metrics.
- Strong analytical skills with the ability to interpret data and provide meaningful insights.
- Excellent stakeholder management and communication skills.
- Strong organisational skills with the ability to manage multiple priorities and deadlines.
- Proficiency with project and reporting tools such as:
- Microsoft Project
- Primavera P6
- Power BI
- Microsoft Office Suite

Desirable
- PMO, Project Management, or Project Controls qualifications.
- Experience within Defence, Government, National Security, Aerospace, or other highly regulated sectors.
- Knowledge of project controls disciplines including planning, scheduling, risk management, and assurance.
- Experience working within large-scale transformation or digital delivery programmes.
