Job Description Summary:
This is a Full Time, Fixed Term position until the 30th October 2026 due to funding.
Are you organised, confident and passionate about supporting children and young people to access safe, suitable education and positive opportunities? Hull City Council is looking for a dedicated professional to join the Education Welfare Service and play an important role in promoting the welfare, safety and educational outcomes of children and young people across the city.
Working as part of the Education Welfare Service, you will support the Council in delivering a range of important statutory responsibilities, including attendance enforcement, Elective Home Education, Children Missing Education, Child Employment and Child Performance. You will work closely with schools, parents and carers, employers and partner agencies to ensure that legal requirements are met and that children and young people are safeguarded.
This is a varied role that combines administration, investigation, legislation, partnership working and direct contact with families and professionals. You will be responsible for maintaining accurate records, preparing statutory documentation and legal sanctions, processing licences and permits, undertaking visits and investigations, and supporting the monitoring of educational provision for children educated at home.

ROLE AND PURPOSE
To support the Education Welfare Service in its statutory duties relating to the enforcement of legal sanctions, the regulating of Child Employment and Child Performances and to investigate incidents of possible non-compliance and to support the Education Welfare Service in its statutory duties relating to the suitability of the education provided by parents for pupils Educated at Home and Children Missing Education.
PRINCIPAL ACCOUNTABILITIES:
- To promote and safeguard the welfare of children and young people.
- Statutory Obligations – to work to Education Law to ensure statutory deadlines are met.
- To prepare and issue written legal sanctions i.e. Penalty Notices, s444(1) and (1a) for unauthorised absences and unauthorised holidays, warning letters, school attendance orders to parents/carers under the direction of the Senior Education Welfare Officer.
- To prepare all legal documents in the case of legal action against parents/carers accessing and interpretation of the ‘Liquid Logic system under the direction of the Senior Education Welfare Officer.
- Ensures that all records and data bases held in relation to legal sanctions and HomeEducation records are accurate and up-to-date including Capita ONE and Chipside.
- Process payments over the telephone from customers in relation to Penalty Noticesand summonses issued. Create reports using the Paris system and liaise with the cashand banking (lost payments/transfers).
- Prepare and issue work permits and child performance and chaperone licences on behalf of the Local Authority, as legally required, under the direction of the Senior Education Welfare Officer.
- Ensure that parents/carers, schools, agencies and employers including those in the private and voluntary sector are informed and up-to-date on the legal framework relating to all matters relating to Child Employment/Performance.
- Liaise with other agencies i.e. Trading Standards, Environmental Health, LocalAuthorities and Entertainment bodies to ensure that all the legal requirementsin regards to Child Employment/Entertainment matters are met.
- To visit, inspect and monitor places of employment, entertainment and sport, including out-of-hours visits and liaise with other agencies i.e. Trading Standards, Environmental Health regarding child employment issues and ensure that performance venues have appropriate facilities to ensure the safe keeping and wellbeing of children. E.g. changing facilities, fire exit procedures.
- Investigate all complaints, including visits to performance establishments andemployees in relation to child employment/performance and report to Senior EducationWelfare Officer.
- Compile and maintain accurate information about children whose parents decide to educate their children at home and co-ordinate a regular programme of visits to monitor the suitability of this provision receiving reports and informing parents of the outcome of the visits.
- Collate and summaries statistical information in relation to legal sanctions, child employment and entertainment and home education and as requested.
- Manage and maintain a high standard of recording and data input in relation to all work undertaken. Provide other general administrative support to the Education Welfare Service.
- The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
