Job Title: Education Health Care Plan (EHCP) Officer
Salary: Band F, SCP 26 – 31 (£37,280 - £41,771)
Contract Type: Permanent
Hours: Monday to Friday, 37 hours per week
Location: Sandwell Council House, Freeth St Oldbury B69 3DE – Hybrid

We are looking for a committed and experienced Education Health Care Plan (EHCP) Officer to join our Inclusive Learning Service within Children & Education Services.
This is an exciting opportunity for someone with experience of working in education, SEND, health or social care environments to play a key role in ensuring children and young people with Special Educational Needs and Disabilities (SEND) receive the support they need to achieve positive outcomes.
You will work collaboratively with families, schools, colleges, health professionals and partner agencies to coordinate Education, Health and Care Needs Assessments and maintain high-quality Education, Health and Care Plans (EHCPs), ensuring statutory duties are met within required timescales.
The opportunity:
- You will coordinate and manage Education, Health and Care Needs Assessment processes for children and young people aged 0 to 25.
- You will act as a key contact for families, schools and partner agencies throughout the statutory SEND process.
- You will develop and maintain high-quality Education, Health and Care Plans that are outcome-focused and compliant with legislation.
- You will chair and facilitate meetings, ensuring children, young people and families remain central to decision-making.
- You will contribute to the delivery of statutory SEND services, ensuring legal compliance and positive outcomes for children and young people.
- You will work collaboratively with education, health and care professionals to secure appropriate support and provision.
You will:
- Manage a caseload across a range of statutory SEND functions, including assessments, reviews and complex casework.
- Coordinate multi-agency contributions to Education, Health and Care Needs Assessments.
- Draft clear, accurate and legally compliant Education, Health and Care Plans.
- Act as a named keyworker for children, young people and their families.
- Arrange, facilitate and chair planning meetings and annual reviews where required.
- Work closely with schools, colleges, health professionals and other stakeholders to ensure statutory deadlines are met.
- Analyse complex information and evidence to support decision-making.
- Present cases to relevant panels and contribute to mediation, dispute resolution and tribunal processes where required.
- Maintain accurate electronic case records and ensure compliance with data protection requirements.
- Provide advice and guidance to families, schools and professionals on SEND processes and statutory requirements.
- Contribute to service development, continuous improvement initiatives and best practice across the service.

What we're looking for:
- Educated to A Level, NVQ Level 4 or equivalent, or substantial relevant experience.
- GCSE English and Maths (or equivalent).
- A minimum of three years' experience working within an education-related environment and alongside families, health and social care professionals.
- Experience of leading or facilitating multi-agency meetings.
- Knowledge or experience of person-centred approaches and plan writing.
- Understanding of SEND legislation, the Children and Families Act 2014 and the SEND Code of Practice.
- Excellent communication and interpersonal skills, with the ability to build effective relationships with a wide range of stakeholders.
- Strong organisational skills with the ability to manage competing priorities and meet statutory deadlines.
- Ability to analyse complex information and present it clearly in both written and verbal formats.
- Experience of using IT systems and maintaining accurate records.
- A commitment to partnership working, inclusion and achieving positive outcomes for children and young people.
- Ability to travel across and outside the borough as required.
