Technical Engineering Manager (Electrical) – Permanent, Full-Time (37.5 hours per week)
Location: Norfolk & Norwich University Hospital, NR4 7UY Salary: £44,408.11 – £49,257.35 per annum + on-call allowance + comprehensive benefits package
About the Role
Reporting to the Technical Engineering Manager (Electrical), this is a senior leadership and technical role within Serco’s Hard Facilities Management (FM) team, supporting the Norfolk & Norwich University Hospital.
As part of the senior engineering services team, you will:
- Provide high-level technical support across electrical and mechanical systems.
- Manage frontline maintenance, lifecycle replacements, small works, and capital projects.
- Ensure statutory, mandatory, and contractual compliance for systems including:
- High & Low Voltage Systems
- Lighting Systems
- Fire Alarm Systems
- Ventilation Systems
- Building Management Systems
- UPS & IPS Systems
- Security Systems
- Cooling Refrigeration & FGAS-compliant equipment
This role offers the chance to expand expertise, develop specialist skills, and contribute to a fast-paced, specialist NHS engineering environment.
Key Responsibilities
Technical & Operational Leadership
- Prepare, review, and implement maintenance policies, procedures, risk assessments, and method statements.
- Ensure compliance with legal standards and guidance for electrical/mechanical systems.
- Oversee third-party contractor services and inspections.
- Drive a zero-tolerance Health & Safety culture.
- Manage work through estates CAFM systems (planned/reactive maintenance, asset scheduling).

Project & Team Management
- Support capital project delivery, including design, commissioning, and technical oversight.
- Lead-end engineer shutdowns and maintenance periods.
- Provide technical and managerial support to project teams.
- Mentor frontline teams and contractors.
On-Call & Emergency Support
- Deputise for the Engineering Manager when required.
- Participate in the 24/7 on-call escalation service to support nighttime/emergency works.
- Undertake Authorised Person duties (specific discipline to be determined post-training).
Flexibility & Full Contribution
- Willingness to work hands-on as needed.
- Proactively engage in internal and external auditing.
Requirements
Qualifications & Technical Expertise
- HND/HNC or degree in Electrical Engineering (equivalent qualifications considered).
- Authorised Person competence (Low Voltage and/or High Voltage systems).
- Completion of a recognised electrical engineering apprenticeship or equivalent structured training.
- NVQ Level 3 Electrical Engineering (including AM2(E), 18th Edition, Inspection & Testing).
- Demonstrated experience in refrigerant management, FGAS registers, and projects.
- In-depth knowledge of:
- Refrigeration systems
- Electrical Distributions
- IPS & UPS
- Fault-finding (technical and diagnostic)
- Building Management Systems (BMS)
- DALI Lighting
- Air Tube Systems
- Fire Alarm & Security Systems
