Employer Liaison Officer (Connect to Work)

Grade 10

Location: Ty Elai, Dinas Isaf Industrial Estate, Tonypandy, with delivery across Rhondda Cynon Taf

Contract: Fixed Term (subject to programme funding)

Hours: 37 hours per week

Rhondda Cynon Taf Council is seeking an enthusiastic and motivated Employer Liaison Officer to join our new Connect to Work programme.

This exciting role offers the opportunity to work at the heart of a person-centred employment service, supporting individuals with disabilities, health conditions, and other complex barriers to access and sustain meaningful employment. Working closely with local employers, participants, health services, community organisations and employability partners, you will play a key role in creating inclusive employment opportunities that transform lives.

About The Role

As an Employer Liaison Officer, you will develop strong relationships with employers across Rhondda Cynon Taf, promoting the benefits of inclusive recruitment and helping businesses access a diverse and talented workforce. You will identify employment opportunities, support tailored job matching, and provide ongoing support to both employers and participants to achieve sustainable employment outcomes.

Working as part of the Connect to Work team, you will contribute to a supported employment approach that focuses on rapid job search, personalised support, integration with wider services, and long-term job retention.

Key Responsibilities

  • Develop and maintain productive relationships with employers across a range of sectors.
  • Promote inclusive recruitment practices and support employers to recruit and retain individuals with disabilities and health conditions.
  • Identify, develop and customise job opportunities that match participants' aspirations, skills and strengths.
  • Work closely with Employment Mentors and Key Workers to support effective job matching using a place-and-train approach.
  • Provide support during recruitment, onboarding and throughout employment to maximise job sustainment.
  • Collaborate with health services, community providers and employability teams to provide integrated support.
  • Represent Connect to Work at employer events, community forums and partnership meetings.
  • Maintain accurate records and performance data in line with programme and DWP requirements.
  • Promote equality, diversity and inclusion in all aspects of service delivery.

What We're Looking For

  • Experience of engaging and negotiating with employers to create employment opportunities.
  • Experience of supporting individuals who face barriers to employment.
  • Experience of partnership working with statutory, voluntary and community organisations.
  • Experience of maintaining databases and recording outcomes.
  • Knowledge of supported employment approaches, including SEQF and IPS frameworks.
  • Understanding of the support needs of disabled people and other priority groups.
  • Excellent communication, networking and relationship-building skills.
  • A commitment to delivering person-centred, outcome-focused services.
  • Experience of working on DWP or other grant-funded programmes.
  • Knowledge of welfare reform, employment and benefits issues.
  • Understanding of equality, diversity and inclusion.
  • Welsh language skills.
