About the role
We are looking for four experienced and highly motivated Employer Skills Brokers to join our Skills and Employment team and play a key role in supporting businesses across the East Midlands Combined County Authority (EMCCA) region.
This is an employer-facing role for people who understand businesses, know how the employment and skills system works, and can turn conversations about workforce challenges into practical solutions.
As an Employer Skills Broker, you will act as a trusted adviser to businesses, helping them identify their current and future workforce needs and connecting them with the right skills, training, employment and business support opportunities.
You will build strong relationships with employers, training providers, colleges, universities, local authorities, business representative bodies and other partners to deliver solutions that support productivity, recruitment, retention and growth.
You will manage a portfolio of employer relationships, undertaking structured skills diagnostics to understand workforce challenges, skills gaps and growth plans. You will then broker tailored solutions, including apprenticeships, Skills Bootcamps, technical education, work placements, workforce development and relevant funding or co-investment opportunities.
You’ll work closely with businesses to identify skills solutions, create more opportunities through apprenticeships, and encourage greater engagement with the skills system to support productivity and growth.

What you'll be doing
- Build and manage trusted relationships with businesses, becoming a credible first point of contact for employers seeking support with skills, recruitment and workforce development.
- Conduct skills diagnostics and workforce conversations to identify skills gaps, recruitment challenges, workforce priorities and future growth requirements.
- Translate employer needs into practical action plans and broker connections with the most appropriate training, skills and business support.
- Increase employer engagement with apprenticeships, Skills Bootcamps, technical education, work placements and other workforce development opportunities.
- Help employers understand and access relevant funding, co-investment opportunities, apprenticeship funding, levy transfer arrangements and workforce development grants.
- Develop clear business cases that demonstrate how investment in skills can support productivity, recruitment, retention, progression and competitiveness.
- Build effective partnerships across the employment and skills system, including with colleges, training providers, universities, local authorities and business representative organisations.
- Gather and analyse employer intelligence, identifying emerging skills needs and sector priorities, and share these insights to inform regional skills planning and investment.
- Work with providers and partners to influence the development and improvement of training provision so that it better reflects employer demand.
- Manage employer journeys from initial engagement and diagnostic assessment through to referral, implementation and impact review.
- Maintain accurate CRM and management information records, tracking engagement, referrals, progress and outcomes.
- Produce clear reports, case studies and evidence demonstrating the impact of skills interventions on businesses and their workforce.
- Contribute to regional projects, partnership activity and initiatives that support EMCCA's employment and skills priorities.

About you
We are looking for people who combine strong business engagement skills with a good understanding of the employment and skills system.
You will have experience of working directly with employers and building trusted relationships with business leaders and partners. You will be confident having conversations about workforce challenges, identifying underlying skills needs and turning those conversations into practical solutions.
You will understand the employment and skills landscape and be able to navigate employers through a complex range of provision and funding. This could include apprenticeships, Skills Bootcamps, technical education, workforce development programmes, levy transfer arrangements and other funded or non-funded training opportunities.
You'll also need to be comfortable working across organisational boundaries, bringing employers, providers and partners together to achieve shared outcomes.
In particular, we're looking for:
- Experience of business engagement: You will have a proven track record of developing productive relationships with employers and understanding their business and workforce challenges.
- Experience of the employment and skills system: You will understand how employers, training providers, colleges, local authorities and other partners work together to support skills and employment.
- A tenacious and outcomes-driven mindset: You will be self-motivated, proactive and persistent, with the ability to take ownership, overcome barriers and deliver results.
- Experience of undertaking skills needs assessments, workforce diagnostics or employer consultations and developing practical action plans.
- Experience of working with training providers, colleges or education partners to shape or improve provision in response to employer demand.
- Knowledge of the East Midlands region and its labour market, economic and skills priorities.
- Strong stakeholder management, negotiation and influencing skills.
- Excellent organisation and prioritisation skills, with the ability to manage multiple employer relationships and projects simultaneously.
- Strong digital skills, including experience of CRM systems, Microsoft Office, spreadsheets, reporting and management information.
- The ability to analyse information, identify issues and provide clear, practical recommendations.
- A confident and engaging communication style, with the ability to build credibility with a wide range of stakeholders.
- The ability to use digital and AI-enabled tools appropriately to improve productivity, insight and the quality of support provided to employers.
- You will be educated to degree level or have equivalent experience in a relevant and transferable role.
