Empty Homes Manager
Full time (37 hours per week) and Permanent
Starting salary will be £54,189 per annum

The role
We are delighted to be recruiting for an Empty Homes Manager. In this role you will oversee the turnaround of vacant properties while driving creativity and innovation within the team.
You will develop and implement strategies to optimise the refurbishment process, enhance property quality, and incorporate sustainable practices. Help create, develop, and lead a customer focused in-house workforce of up to 31 operatives delivering empty homes, ensuring customer excellence and achievement of financial targets.
You will plan works to be carried out to empty homes to reduce void loss effectively and efficiently. Ensure safe working practices are practised and mechanism in place to ensure compliance. Ensure the effective management of empty properties, including compliance with CDM 2015 regulations by overseeing Health and Safety planning, contractor co-ordination, and documentation throughout the refurbishment process.
Being a champion of Health & Safety culture throughout the organisation and the management of contractors, operating model in conjunction with stakeholders. Lead and deliver the service managing directly employed labour and direct support sub-contractors, materials, goods, equipment, and fleet. Lead significant and complex change in a regulated environment, delivering Bron Afon’s operating model in conjunction with stakeholders. Working environment
The role is flexible and can be completed from the employee’s chosen location, although the job holder will be expected to spend significant time leading the workforce on site.
Person specification
Qualifications, knowledge and understanding
- Educated to Level 4 of National Qualification Framework for England, Wales, and Northern Ireland Certificate (or equivalent trade qualification and experience) or committed to achieving that level of qualification within 2 years of appointment.
- Fire Risk Assessment trained or committed to completing training within 12 months of appointment.
Experience
- Extensive management experience in a contracting environment delivering Empty Homes.
- Experience of leading and supporting the delivery of organisational change.
- Experience of implementing new business systems (ICT Systems and Procedures).
- Experience of working with and involving tenants and residents effectively in the development and improvement of services.
- Experience of building quality and performance management cultures which deliver excellence.
Skills and attributes
- Ability to communicate effectively, engaging with a variety of people at all levels within and outside the organisation.
- Strong negotiating and influencing skills.
- Ability to develop and implement quality management systems.
- Ability to make and effectively implement difficult or unpopular decisions.

Additional Requirements
- Due to the nature of the role, the post holder must be a car driver or owner or be able to travel effectively and in a timely fashion throughout Torfaen.
- Flexibility to work outside traditional office hours, e.g., early mornings and evenings as required.
- To speak Welsh would be desirable for this role.

Work4 pilot
We are currently running a pilot of working a 4-day week (4DW). This is extended until the end of October 2026. The pilot will then be reviewed by our board, before making a decision to extend or be made permanent.
