Enabling Framework Manager

Location: Anglian Water region wide (East Anglia)

Contract: Permanent

Salary: £49k

If so, this is your opportunity to play a pivotal role in shaping how Anglian Water delivers one of the UK’s most ambitious infrastructure programmes – while protecting and enhancing our region’s natural environment.

We’re looking for an Enabling Framework Manager to join us and work on Anglian Water’s thriving £9bn capital investment programme.

This isn’t a traditional project management role – it’s a strategic procurement and framework management position focused on enabling our partners and supply chain to deliver vital infrastructure in a way that supports climate resilience, environmental protection, and long-term value.

Reporting to the Head of Enabling, you’ll take ownership of managing key frameworks that underpin our capital delivery programme. You’ll ensure these frameworks are not only commercially effective and compliant, but that they also champion sustainability, innovation, and collaboration.

What You’ll Be Doing

As our Enabling Framework Manager, you will:

  • Lead the development and management of enabling frameworks, ensuring they deliver best value, meet business needs, and align with Anglian Water’s environmental and sustainability objectives.
  • Strengthen supplier relationships, fostering collaboration, innovation, and shared responsibility across the supply chain.
  • Drive performance and efficiency, reviewing and improving processes to deliver consistent, high-quality outcomes.
  • Champion compliance and best practice, ensuring suppliers meet all contractual, regulatory, and safety requirements.
  • Provide strategic insight, preparing reports, analysis, and recommendations for senior management to inform procurement and delivery decisions.
  • Promote sustainable procurement, embedding environmental and social value considerations throughout the framework lifecycle.
  • Collaborate across disciplines, working closely with procurement, environment, and project delivery teams to ensure frameworks are integrated and effective.

About You

You’re an experienced procurement or framework management professional who understands how to balance commercial rigour with long-term environmental and social goals. You thrive on building partnerships, influencing outcomes, and seeing tangible results from your work.

To succeed, you’ll bring:

  • A degree (or equivalent experience) in a relevant discipline such as procurement, business, engineering, or environmental management.
  • Demonstrable experience managing frameworks, contracts, or supplier relationships within the engineering, utilities, or construction sectors.
  • Strong commercial acumen with a focus on efficiency, compliance, and value creation.
  • Excellent stakeholder management skills – able to collaborate effectively across complex project environments.
  • A passion for sustainability, innovation, and continuous improvement.
  • Ideally, professional qualifications such as MCIPS, Prince2, or equivalent experience in structured project or procurement delivery.
