This is an exciting opportunity to support the delivery of the Council’s energy and sustainability objectives.

Working closely with the Energy Manager, you will play a key role in the effective management of energy contracts, helping to reduce both operational costs and carbon emissions across the Council’s estate.

What will you be doing?

  • You will be responsible for ensuring utility invoices are reviewed, validated, and paid promptly, minimizing the risk of late payment charges and maintaining positive supplier relationships.
  • The role will also involve managing utility recharges for third-party occupiers within Council-owned assets, resolving queries, and ensuring accurate cost recovery.
  • A key part of the position will be overseeing energy data collection and management. This includes obtaining and submitting meter readings to utility providers to ensure bills accurately reflect consumption, maintaining the Council’s energy management system, and supporting the analysis of energy usage and carbon emissions data. The information you provide will help inform decision-making, identify efficiency opportunities, and ensure compliance with national reporting requirements.
  • You will also coordinate with utility suppliers to support the successful rollout of smart metering across the Council’s property portfolio and ensure all assets maintain valid Display Energy Certificates and Recommendation Reports, helping the Council meet its statutory obligations.
  • Through accurate reporting, effective data management, and strong stakeholder engagement, you will contribute to the delivery of energy efficiency improvements and the Council’s wider environmental and net-zero commitments.

About You

The ideal candidate will have a strong understanding of energy management and energy efficiency programs within public sector buildings, with the ability to identify opportunities to reduce energy consumption, lower costs, and support sustainability objectives. You will possess up-to-date knowledge of the national carbon management agenda, including climate emergency commitments, carbon reduction strategies, and statutory reporting requirements, enabling you to contribute effectively to the Council’s environmental goals.

You will also have proven experience in managing energy accounts and utility contracts, ensuring accurate billing, effective supplier management, and reliable energy data reporting. With strong analytical and organizational skills, you will be confident in interpreting energy consumption and carbon emissions data, supporting informed decision-making, and helping to drive continuous improvements in energy performance across the Council’s property portfolio.
