Transport Focus is an independent organization that protects the interests and champions the needs of all transport users across Great Britain’s railways and England’s buses, coaches, trams, motorways, and major A roads. By gathering and analyzing feedback from the public, it ensures that transport users’ experiences shape future policy decisions and investment in the transport network. Transport Focus works closely with transport providers to share users’ views, address issues, and, where necessary, develop and publish improvement plans. Its data-driven insight places the voice of the transport user at the heart of decision making in Westminster, Cardiff, Holyrood, and with city region mayors. This mission creates a dynamic environment for team members who want to influence real change in public transport services.
Role Description
The Engagement Manager is a full-time, on-site role based in Manchester. This position focuses on building and maintaining relationships with transport providers, government bodies, and other stakeholders to ensure transport users’ voices are heard and acted upon. - Planning and delivering engagement activities
- Representing user views in meetings and forums
- Coordinating feedback from public consultations, surveys, and community outreach

The Engagement Manager will work closely with colleagues to interpret user insights, contribute to improvement plans, and support communication campaigns that highlight key findings and recommendations. The role also involves preparing reports, briefings, and presentations that clearly convey transport users’ priorities and influence decision making.
Qualifications
- Strong stakeholder engagement and relationship management skills, with experience collaborating across organizations and sectors.
- Excellent communication skills, including the ability to present complex information clearly to diverse audiences and facilitate discussions.
- Proven experience in project planning and delivery, including organizing events, consultations, or outreach initiatives.
- Ability to analyze qualitative and quantitative data, draw insights, and translate findings into actionable recommendations.
- Knowledge of or interest in the transport sector and public services, and an understanding of user-focused policy or service design.
- Strong organizational and time-management skills, with the ability to balance multiple priorities and meet deadlines.
- Comfort working in an on-site team environment in Manchester, with flexibility to attend external meetings and events as needed.
- Relevant degree or equivalent experience in public policy, communications, social research, or a related field is desirable.
- Commitment to inclusion and representing diverse transport user perspectives, including underrepresented and vulnerable groups.
