HSE Director | Major UK Capital Programme

ENG Bauen is supporting the appointment of an experienced HSE Director to provide strategic HSE leadership across a major UK capital programme entering a significant phase of construction and execution.
This is not a traditional site HSE Manager position. The successful individual will provide leadership across an established HSE function, working directly with senior programme leadership, construction teams, the client and key stakeholders while setting the strategic direction for HSE across a complex, high-hazard delivery environment.
The position requires someone equally comfortable in the field with construction teams and contractors as they are operating at senior leadership and board level.
Key Responsibilities
- Provide strategic leadership across the programme's HSE function and site teams.
- Lead and develop existing HSE and Environmental management capability.
- Act as a senior interface with the client, programme leadership and key stakeholders.
- Establish and drive programme-wide HSE strategy, governance and performance.
- Provide leadership across major mechanical, piping and multidisciplinary construction activities.
- Drive contractor performance, behavioural safety and positive site safety culture.
- Oversee HSE reporting, KPIs, assurance, audits, incident management and continuous improvement.
- Ensure effective management of high-risk construction, SIMOPS, lifting, PTW and contractor interfaces.
- Provide HSE oversight across current delivery and future major-project activity.

The Background
We are particularly interested in HSE leaders who bring:
- Significant HSE leadership across major UK construction or heavy-industrial programmes.
- Experience operating at Head of HSE / HSE Director / Programme HSE Manager level.
- Proven leadership of established HSE teams and large contractor workforces.
- Strong contractor-side construction delivery experience.
- Major mechanical, piping, Oil & Gas, petrochemical, power, process, infrastructure or comparable high-hazard experience.
- Strong knowledge of UK HSE legislation, CDM and major construction environments.
- Credibility operating with both frontline workforces and executive/client stakeholders.
- Demonstrable experience developing HSE strategy rather than purely providing site assurance.

This is a site-based leadership appointment, and candidates must be prepared to work in South West England five days per week.
