Join the Heat in Buildings Assessment – Policy & Technical Team and play a leading role in delivering the first major reform of the Energy Performance Certificate (EPC) system in 17 years. The team is responsible for EPC policy and technical development, ensuring the system provides trusted information that supports consumers, government schemes and Scotland’s net zero ambitions.
You will lead on the operational design and technical support of the statutory domestic EPC calculation methodology, working closely with colleagues across Heat in Buildings, delivery teams, industry stakeholders and UK Government counterparts. The primary objective of the role is to ensure the methodology, systems and processes underpinning EPC assessments remain accurate, effective and fit for purpose, supporting successful reform of the EPC system and wider Heat in Buildings programmes.
Responsibilities:
- Lead on the development of the Domestic EPC Methodology for Scotland, including:
- Drafting and publishing methodology documentation to describe the process for calculating reformed EPCs
- Liaising with UK Government to understand and monitor the development of the Home Energy Model and Energy Calculation as a Service systems to ensure they reflect Scottish interests
- Procuring work to produce a Scottish EPC Wrapper, working with an appointed contractor to ensure the wrapper accurately reflects Scottish EPC policy
- Testing and approving industry software to certify that it accurately inputs required data, in conjunction with the EPC Register team.
- Drafting high quality responses to requests from the assessor industry on operation of methodology systems and processes, assessing the information being provided and any possible harm resulting from its release, and securing appropriate senior manager sign off in line with organisational policy.
- Lead development of methodology and conventions governing assessor practice on-site for the assessment of domestic EPCs in Scotland.
- Provide technical advice to policy and operational colleagues regarding the application of relevant legislation and guidance governing the statutory calculation methodology.
- Working with legal colleagues to ensure that regulatory frameworks reflect technical and methodological requirements for assessing the energy performance of domestic buildings.
- Lead on procuring and managing research projects, input into briefings, and respond to queries, Micases and PQs

Experience:
- Technically skilled and proficient in understanding the modelling which underpins the statutory EPC calculation methodology.
- Demonstrable experience of understanding technical detail and articulating the implications of detailed information at a policy level, both verbally and in writing.
