About The Role
Pay Details: Grade 11, SCP 40-43, £51,356 to £54,495
Hours of Work / Working Pattern: Mon to Fri, 37 Hours per week, 52 weeks per year
Main Place of Work: Civic Offices, Barry
Description
- To put in place policies and strategies for the effective management of Corporate Property Estate and oversee the production of the Councils Corporate Asset Management Strategy and Plan and implement their recommendations and targets. To update Cabinet annually on the progress against the plan’s targets.
- To lead a team engaged in carrying out a full range of professional duties associated with the Strategic Estate Management function of the Council.
- To Manage the Estates Team (including professionally qualified staff and support staff) and monitor workload, delegate as necessary and ensure that all work is carried out effectively and efficiently.
- Provide a comprehensive advice service to internal clients in relation to all Estates and Asset Management related issues and to act as the Councils expert in relation to Landlord and Tenant Legislation, Property Disposal and Acquisition, Lease renewals and Rent reviews, Statutory and other valuations, Section 123 of the Local Government Act etc.
- To oversee the provision of the Councils comprehensive Property Asset Register and Map based GIS land ownership records.
- Ensure compliance with relevant statutory legislation, Codes of practice and the Council’s Financial Regulations, Standing Orders, Policies and Procedures.
- To act as the Estates Advisor to the Welsh Church Act Estate Committee and to attend any other Committee meetings as required.
- To act in full professional capacity as a Chartered Surveyor (RICS).
- To deputise for the Head of Service in meetings when called upon to do so.
- To participate in the overall management of the Property Section including the annual development of formal Team Plans to meet the Sections Strategic Management Plans objectives.
- To be the Estates lead on Major Projects as and when required and to prepare Policy and Procedures relating to Strategic Property Matters.
- To liaise with external funding organisations (e.g. Welsh Government) including compiling and submitting reports/returns when required.
- To work closely with the Energy and Decarbonisation and wider Project Delivery Team to ensure that all teams work to corporate priorities, including the decarbonisation of the Councils estate and aligns to the Council’s ambitions as set out in Project Zero.
- To represent the Council externally i.e. membership of the Association of Chief Estates Surveyors in Wales, CLAW and other external bodies as required.
- To co-ordinate the provision of relevant information and to respond to requests received under the Freedom of Information Act.
- To implement the principles of the Council’s Equal Opportunity policy whilst carrying out the above duties.
- To adhere to Health and Safety legislation / relevant Council policies and procedures and to take reasonable care for the health and safety of yourself and other persons who may be adversely affected by your acts / omissions.
- To implement the principles of the Council’s Environment Policy while carrying out the above duties.
- To report without delay and safeguarding concerns to the appropriate safeguarding officer.

About You

You will need:
- At least 5 years post qualification experience in providing Estate management/Asset management/valuation services.
- At least 3 years’ experience in managing and organising workloads.
- Excellent and demonstrable knowledge of Land and Landlord and Tenant Law
- Excellent and demonstrable knowledge of all areas of asset management of diverse public sector property portfolios
- Excellent working knowledge of public procurement rules
- Excellent Financial Management skills
- Ability to effectively manage professionally qualified and support staff and to organise workloads of these staff.
- Ability to effectively interface with Chief Officers and Members,
- Demonstration of political awareness.
- Excellent verbal and written communication and report writing skills
- Excellent negotiating skills
- Good organisational skills.
- Good interpersonal skills
- Ability to train and motivate Team.
- Ability to work in a constantly changing environment.
- Good computer skills (particularly in the use of Microsoft Office suite of software).
- Member of the Royal Institution of Chartered Surveyors with at least 5 years Post Qualification experience together with a proven record of continuous Professional Development.
- Degree in Estate Management or equivalent
- Positive and self-motivated
