About The Role

Pay Details: Grade 8-9 (Career graded post based on 8 entry as graduate, moving to 9 upon passing RICS Assessment of Professional Competence), Grade 8 SCP 26-30, £38,510 to £42,123 or Grade 9 SCP 31-35, £43,149 to £47,665.

Hours of Work / Working Pattern: Mon to Fri, 37 Hours per week, 52 weeks per year

Main Place of Work: Civic Offices, Barry

Description:

  • To assist in the day-to-day running of the Group, ensuring that assigned work is carried out effectively and to deputise for the Estates Manager in his/her absence.
  • To carry out valuations, rent reviews, lease renewals, easements negotiations, attendant Landlord and Tenant matters, disposals, acquisitions, and any other general Estate/Asset Management duties. Role to include writing of reports and having input into any strategies, protocols, and policies pertinent to the group.
  • To attend Committee as and when required and to provide timely and accurate advice to members as and when required.
  • To manage the council’s annual grazing licence tendering exercise and the tendering exercise in relation to any coastal concessions as and when available.
  • To manage the Council’s shops portfolio and office lettings effectively, including rent invoicing, service charge management, and utility charges due.
  • To carry out such other functions as may be required from time to time as directed by the Strategic Estates Manager to ensure the efficient performance of the Group and in particular any professional duties which the post holder may be qualified and/or experienced to effectively carry out.
  • In addition to the above duties and responsibilities, the post holder must be prepared to undertake such additional duties which may result from changing circumstances, but which may not of necessity, change the general character or level of responsibility accorded to the post that reasonably required by the Chief Officer from time to time.
  • Ensure compliance with the Council’s Financial Regulations, Standing Orders, Policies, and Procedures.
  • To implement the principles of the Council’s Equal Opportunity Policy whilst carrying out the above duties.
  • To adhere to Health and Safety legislation / relevant Council policies and procedures and to take reasonable care for the health and safety of yourself and other persons who may be adversely affected by your acts / omissions.
  • To implement the principles of the Council's Environment Policy while carrying out the above duties.
  • To report without delay any safeguarding concerns to the appropriate safeguarding officer.
  • Such other duties and responsibilities commensurate with the grade and in accordance with the general character of the job as may reasonably be required by the Chief Officer from time to time.

About You

You will need:

  • Practical experience of dealing with Landlord and Tenant matters ideally in a public sector organisation.
  • At least 2 years relevant practical experience in Estate management field.
  • Experience in dealing with Land and property matters relating to a diverse portfolio of assets including land disputes, land ownership, property disposals and acquisition processes, tender processes, repair and condition disputes, concession and grazing licences, landlords consents, and other matters relating to the management of a wide portfolio.
  • Good knowledge of best practice in the Estate Management field.
  • Good knowledge of Landlord and Tenant Law and other relevant property legislation.
  • Good knowledge of Estates related databases.
  • Good knowledge of Landlord and Tenant matters such as rent review and lease renewal process.
  • Knowledge of data led Asset and Estates decisions.
  • Strong commercial acumen to manage Assets and ensure the Councils property assets are held for the correct purposes and support the Councils Corporate Plan priorities.
  • Excellent verbal and written skills for reporting, with the ability to create detailed options appraisals and recommendations to Senior Leaders.
  • Ability to manage a varied and full workload and work effectively under pressure.
  • Ability to work effectively across all departments of the Council with a range of internal and external stakeholders.
  • IT literate with a range of digital skills to support project delivery and data management.
  • The ability to deliver targets by required target dates.
  • Degree in Estate Management/Real Estate or equivalent (for grade 8).
  • Record of Continued professional Development in the Estates Field.
  • Ability to demonstrate organisational values and expected behaviours.
  • Able to translate ideas and examples of good practice into improved service delivery.
  • Confident and independent with excellent problem-solving qualities.
  • Customer-focused approach to project and service delivery.
  • Positive and self-motivated but aware of the needs of the wider team.
  • Flexible and ability to adapt to change.
  • Excellent time management skills and ability to prioritise workload to meet deadlines.
  • High self-awareness.
  • Ability to drive/travel throughout the Vale or between locations as appropriate.
  • Flexible to needing to work on occasion outside usual office hours.
