Estates Surveyor - Surrey Council

JOB PURPOSE
Reporting to the Manager you will work closely to provide a high-quality property portfolio advice for the Council’s asset base to ensure an efficient, cost effective and statutory compliant corporate and operational estate, which makes best use of and extracts optimum value from these assets
OBJECTIVES
- To assist the Manager and the Corporate Head of Service to provide effective, professional and timely valuation and estates advice and services in the management and development of the Council’s corporate property/estate.
- To work with the Manager to ensure an efficient and effective corporate estate that makes the best use of extracts optimum value from the assets.
- To assist the Manager in ensuring all internal control systems are effective, efficient and up to date including the concerto database and asset registers.
- To work with Manager to put in place an Asset Management Plan that can be adopted by the Council.
- To assist and deliver appropriate managing agents services on multi tenanted properties and across the portfolio working closely with the procurement and project management teams within the Council.
- To support the Manager and act as a deputy is their absence and assist and support leading, managing and developing staff in the Portfolio Team and Property Administrative Team.
- To liaise building and project team and facilities team to ensure sustainable, fit for purpose operational and investment property portfolio.

MAIN DUTIES OF THE POST
- To assist with reporting verbally and in writing for the Corporate Head, Corporate Boards and Groups advising Councillors.
- To ensure all internal controls and software systems are up to date working effectively, and efficiently.
- Ensure all works, services and supplies are procured in accordance with procurement guidelines policies and statutory requirements.
- Ensure demonstrable value for money in procurement and management of all requisite elements pertaining to the Council’s Estate.
- Attend Committee and other meetings from time to time as required by the Corporate Head of the Manager.
- Promote and market the services of the strategic land and assets team to the council so they are perceived in a positive way by stakeholders and partners.
- To monitor budgets and recommend action where spending income is not in line with budget.

- Assist the Manager in providing a wide range of estate management and valuation services in respect of the Council’s estate.
- To manage and undertake lease renewals, rent reviews, new lettings, assignments and surrenders and assist with other estate management services as required including rent roll, service charges.
- To assist and support the Council commercial and residential valuations in accordance with professional practice and procedure and with corporate guidelines.
- To assist with the managing of the graduate surveyor and property administrators as and when necessary.
- To negotiate property disposals or acquisitions including preparing comprehensive Heads of Terms and instructing solicitors.
- To be proficient in the use of the concerto software for asset and estate management purposes.
- To be customer focused to meet current and future customer needs including incorporating the corporate landlord model across the council.
- Establish and maintain effective positive working relationships with all relevant internal and external clients, colleagues, key partners tenants and stakeholders.
- To appoint and manage external consultants when appropriate as directed by the Corporate Head and/or Manager.
