Introduction

Herefordshire is a rural county in the West Midlands of England situated along the Welsh borders. The cathedral City of Hereford straddles the river Wye and is the administrate centre for surrounding market towns and rural communities.

The Council owns a diverse portfolio of property assets. The Estates Team are seeking a suitably qualified Estates Surveyor to join a small team who oversee the management and day to day running of the Council’s land and buildings.

The Role

Herefordshire Council is seeking an RICS qualified general practice surveyor with a proven background in estate management and legal document interpretation.

You will assist in the management of the council’s diverse property portfolio including industrial, retail, corporate and the council's remaining rural smallholdings using the Corporate Landlord approach

You will handle lease negotiations, rent reviews, lease renewals, assignments and end of lease matters and you will instruct and liaise with external consultants.

The role will require you to provide property valuation assessments, appraisals and advice to directors, Members and other departments in the delivery of corporate and council objectives including the County Plan. Registered valuer status would be an advantage but is not essential.

You may be required to facilitate property disposals, acquisitions and community assets transfers (CATs)

What will you be doing?

As an Estates Surveyor you will be part of a team providing property advice to colleagues and Members, dealing with the day to day management of the Council’s diverse property portfolio.

  • Managing the land and buildings in accordance with best practice and seeking to achieve positive outcomes for the Council and stakeholders. You will undertake a range of landlord and tenant matters to include reviewing leases and title documents, resolving boundary disputes, agreeing easements, wayleaves and licences.
  • Taking responsibility for a range of Council owned properties, you will be required to carry out site visits and deal with queries. To provide clear and concise reports to inform the decision making process in line with sound estate management principles and Council policy.
  • You will be reporting to managers, directors and Cabinet Members to inform decision making in accordance with the Council’s governance procedure and deal with enquiries from fellow Officers, Members and members of the public relating to the estate, including responding to Freedom of Information requests.
  • You will work with other teams across the organisation and provide professional advice. Where required, you will commission external consultants to deliver professional services on behalf of the Council, in line with the council’s procurement processes.

About You

As an Estates Surveyor you will have:

  • Membership of the Royal Institution of Chartered Surveyors.
  • Minimum of 2 years’ post qualification experience of working in a commercial property environment and dealing with day-to-day matters relating to managing a diverse portfolio of land and property.
  • Familiarity with the operation of the RICS Code for Commercial Leases and an understanding of Service Charges in Commercial Property (2nd Edition).
  • A strong knowledge of property related law, regulatory issues and current legislation.
  • Sound understanding of effective estate management practices.
  • The ability to manage complex multi let commercial properties including a knowledge of Service Charges and administration of the same.
  • The ability to work under your own initiative as well as within a team, often to tight deadlines and on multiple work streams.
  • Ability and experience of working with a variety of stakeholders to deliver common objectives.
  • Be flexible and prepared to undertake a variety of work to ensure the smooth running of the service with occasional requirement to work outside of core hours.
  • Experience of compulsory acquisition would be an advantage.
  • It would be useful to have a knowledge of the management of common land.
  • Have access to your own vehicle for work and undertaking site visits, attending meetings etc.
