Estimating Manager – Stonehouse, Warrington, London or Glasgow

About the Role

As Estimating Manager, you’ll lead and develop our Estimating team, making sure we deliver accurate, competitive, and risk-aware commercial estimating validations. You’ll oversee regional Bills of Quantities and work closely with our Sales and Design teams to help produce timely, compliant, and commercially strong tenders.

You’ll also build clear, positive relationships across internal teams and external stakeholders, helping to keep communication open, effective, and focused on great outcomes.

Your Responsibilities as an Estimating Manager:

  • Lead, mentor, and develop the Estimating team, ensuring strong performance, effective workload management, and continuous professional development.
  • Manage commercial estimating validation for tenders, design variations, contract documentation, payment terms, and project approvals in line with company procedures and Delegation of Authority requirements.
  • Oversee tender settlement meetings, BoQ library items, project folders, and the conversion of awarded projects, ensuring all documentation is accurate, complete, and compliant.
  • Maintain strong technical and commercial knowledge across utility infrastructure estimating, including construction methods, materials, regulations, safety/environmental standards, outputs, rates, and the New Roads and Streetworks Act.
  • Work closely with senior leadership, Sales, Design, and external stakeholders to optimize commercial performance, meet client requirements, and support successful tender outcomes.
  • Drive process improvement, compliance, reporting, and issue escalation, while representing the department in meetings and supporting wider business objectives.

Experience / Knowledge:

  • Experience in the utilities sector or a similar role, with a good understanding of utility networks, industry structure, regulations, and operational dynamics.
  • Previous experience using estimating software tools, preferably simPRO or similar platforms.
  • Strong ability to interpret technical drawings and specifications, with a solid understanding of estimating, design, sales, and related business processes.
  • Previous experience managing commercial or estimating teams.

Qualifications

  • Degree in Construction Management, Engineering, Quantity Surveying, or equivalent or experience in a similar role.
